According to the regulations both drivers left the track and gained an advantage, but only one of them was punished.

Lando was ahead going into the corner. Max needed to stay on track for it to be a valid defence. So his defence wasn't valid meaning Lando was still in the lead. 

The stewards twisted the regulation to make sure that Max wasn't punished even though he breached the regulations
