¿Quiénes son los beneficiarios de HIVOS en Cuba?

El Instituto Humanista de Cooperación para el Desrrollo (HIVOS),  organización reconocida por promover los derechos humanos, la democracia y la reducción de la pobreza en todo el mundo, ha excluido durante décadas de sus programas a los disidentes cubanos.

Reducción de la Pobreza: La organización holandesa (HIVOS) trabaja en otros paises en desarrollo por reducir la pobreza, defender los derechos humanos y la democracia. Su misión es empoderar a las comunidades y fomentar el desarrollo sostenible, asegurando que quienes lo necesiten reciban un apoyo genuino.

Derecho a Vivir con Libertad: HIVOS es financiado principalmente por el Ministerio de Asuntos Exteriores de los Países Bajos. Su ética de trabajo se fundamenta en los valores de Libertad, Justicia y Autodeterminación. Estos principios deben guiar todas sus iniciativas, asegurando que ningún proyecto socave estos derechos fundamentales.

HIVOS en Cuba: HIVOS apoya a organizaciones profundamente arraigadas en la estructura de control social del gobierno como:  la ANAP (Asociación Nacional de Pequeños Agricultores),
UNEAC (Unión Nacional de Escritores y Artistas de Cuba),
la Casa de las Américas o la Asociación Martin Luther King. Estas organizaciones son públicamente conocidas por restringir la autonomía y las iniciativas independientes de mujeres, agricultores y artistas en Cuba. En lugar de empoderar a la sociedad civil, sirven como herramientas de control estatal, limitando la libertad de expresión y el desarrollo económico independiente.

Sociedad Civil Independiente: Si bien HIVOS ha apoyado a organizaciones de la sociedad civil independiente en otros países de América Latina—particularmente aquellas que trabajan en la agricultura y la transición ecológica—su papel en Cuba ha sido notablemente diferente. En lugar de respaldar movimientos independientes,  ha financiado durante décadas instituciones controladas por el gobierno que no permiten la verdadera libertad y participación cívica.

EXIGIMOS!:  HIVOS debe ser consecuente con su compromiso ético con los derechos humanos y la democracia cambiando su enfoque dentro de Cuba. Como cubanos y miembros de la sociedad civil independiente EXIGIMOS que:

• HIVOS cese la financiación de organizaciones controladas por el gobierno en Cuba.
• HIVOS redirija su apoyo a los grupos independientes de la sociedad civil cubana que promuevan un cambio real hacia la libertad y la autodeterminacion.
• HIVOS y demás organizaciones europeas en Cuba, deben apoyar a  proyectos de organizaciones independienetes, encaminados a la transición ecológica justa e insentivar  el desarrollo agrícola sostenible liderado por agricultores independientes.

We demand! HIVOS must support independent civil society in Cuba.

Who are the beneficiaries of HIVOS in Cuba?

The Humanist Institute for Cooperation with Developing Countries (HIVOS), an organization recognized for promoting human rights, democracy, and poverty reduction worldwide, has excluded Cuban dissidents from its programs for decades.

Poverty Reduction: The Dutch organization (HIVOS) works in other developing countries to reduce poverty, defend human rights, and promote democracy. Its mission is to empower communities and foster sustainable development, ensuring that those in need receive genuine support.

The Right to Live in Freedom: HIVOS is primarily funded by the Ministry of Foreign Affairs of the Netherlands. Its work ethic is based on the values of Freedom, Justice, and Self-determination. These principles should guide all of its initiatives, ensuring that no project undermines these fundamental rights.

HIVOS in Cuba: HIVOS supports organizations deeply rooted in the government's social control structure, such as: ANAP (National Association of Small Farmers), UNEAC (National Union of Writers and Artists of Cuba), Casa de las Américas, and the Martin Luther King Association. These organizations are publicly known for restricting the autonomy and independent initiatives of women, farmers, and artists in Cuba. Instead of empowering civil society, they serve as tools of state control, limiting freedom of expression and independent economic development.

Independent Civil Society: While HIVOS has supported independent civil society organizations in other Latin American countries—particularly those working in agriculture and ecological transition—its role in Cuba has been notably different. Rather than supporting independent movements, it has funded government-controlled institutions for decades that do not allow true freedom and civic participation.

WE DEMAND!: HIVOS must be consistent with its ethical commitment to human rights and democracy by changing its approach in Cuba. As Cubans and members of the independent civil society, WE DEMAND that:

• HIVOS cease funding government-controlled organizations in Cuba.
• HIVOS redirect its support to independent Cuban civil society groups that promote real change toward freedom and self-determination.
• HIVOS and other European organizations in Cuba must support projects by independent organizations aimed at a just ecological transition and incentivizing sustainable agricultural development led by independent farmers.
