The Issue

The Issue

The 13th Amendment abolished slavery — *except as punishment for crime whereof the party shall have been duly convicted.*

While incarceration may be necessary in certain cases, the long-term consequences of this exception have created a system where punishment often extends far beyond a completed sentence.

Across the United States, millions of formerly incarcerated citizens face ongoing barriers that function as permanent second-class status:

* Employment discrimination

* Housing denials

* Restricted professional licensing

* Limited access to education funding

* Social stigma

* Civic exclusion

This is not justice.

This is prolonged punishment.

This is a National State of Emergency!

Why This Matters Now

• Nearly one-third of Americans will be arrested at least once in their lifetime.

• Approximately one-third of released individuals return to prison within three years.

• The United States incarcerates more people than any country in the world.

When reintegration fails, communities pay the price.

Public safety declines.

Families destabilize.

Taxpayers absorb the cost.

If we truly want safer neighborhoods, stronger families, and reduced crime, we must address reentry barriers — not just incarceration.

A Florida Focus — A National Problem

Florida is where many leaders of this movement served their time and rebuilt their lives.

Florida remains one of the most restrictive states regarding restoration of rights and post-conviction opportunities.

But Florida is not alone.

This is not just a Florida issue.

This is a United States issue.

Reentry reform must be addressed nationally — while encouraging states like Florida to lead in meaningful restoration, rehabilitation access, and stigma reduction.

This Is Not About Excusing Crime

This is about:

✔ Ending permanent civil penalties after sentences are completed

✔ Expanding access to record sealing and expungement

✔ Supporting structured rehabilitation and peer-led programs

✔ Removing unnecessary employment and housing barriers

✔ Encouraging accountability and second chances

People who have paid their debts to society should have a fair opportunity to become productive, tax-paying, community-building citizens.

Anything less increases recidivism.

And increased recidivism harms everyone.

The Human Reality

Formerly incarcerated individuals are:

* Parents

* Veterans

* Entrepreneurs

* Faith leaders

* Mentors

* Business owners

* Volunteers

They want what every American wants:

Dignity.

Opportunity.

Safety for their families.

A chance to succeed

Our Call to Action

We call upon:

• Federal Lawmakers

• State Legislators

• Governors

• Employers

• Community Leaders

To recognize reintegration as a national priority and eliminate policies that create lifelong civic punishment.

We must transform the 13th Amendment exception from a tool of exclusion into a foundation for rehabilitation and restoration.

Our Commitment

Ex-Cons Matter Foundation, INC. (EXCMF) is committed to:

* Structured peer-led reentry support

* Educational advancement

* Accountability-based growth

* National chapter expansion

* Reducing recidivism through proven frameworks

This is not political.

This is practical.

This is public safety.

This is human dignity.

A State of Emergency

If one-third of Americans will face arrest in their lifetime, then reintegration is not a fringe issue.

It is a national issue.

If we fail to act, stigma and systemic barriers will continue to fuel recidivism.

If we act wisely, we can build safer communities for all.

Do not simply hope for change.

Be part of the change.
