Allow other Energy Providers to offer their services in Coserv's territories
The Issue
CoServ it's a union cooperative that provides electric service, however they do not allow any other Electric Service Providers in their territories. The problems with Coserv’s monopoly go beyond the economic effects. There are basics principles in a competitive free market, by not allowing the power to choose families are subject to higher prices, aggressive deposits fees and abusive service interruptions.
In 2013, 10,902 homes had their service interrupted and in 2014 (data until Nov 2014) 12,144 homes had the same happen to them. And because of Coserv’s unfair policies, some homes after payment of amount due, new deposit and re-connection fee, had to wait until the next day for re-connection, thus forcing families to spend cold or hot nights without electricity although Coserv has the infrastructure to reconnect the service remotely from their offices.
A great Charity Organization named Frisco Resale, reported for the year 2013-2014 that it distributed $349,582.00 USD in Emergency Financial Assitance for the City of Frisco TX, part of Financial assistant is helping families to pay for their Electric bill.
Many cities like Frisco TX, have taken the position that all utility customers should have the same ability to access competition, however the Legislature has not yet made any changes to the law. The City of Frisco has no jurisdiction or authority over whether or not CoServ opts into deregulation. This allows a powerful firm like Coserv to tilt the legal and regulatory processes against any potential threat to its market power, and to bring about changes that further enhance its profits.
Policies needs to change in favor of our citizens. Companies like Coserv are getting richer while middle class families are getting poorer. When a family cannot afford the extra charges as re-connection fees and extra deposit fees, often they are force to apply for some type of program or welfare. It’s bad for the economy as bad for the person applying for these welfare programs, its consequences are a deteriorating domino effect.
It cost a lot less to the government and citizens to implement policies to stop abusive Companies like Coserv. It makes no economic sense and it goes against all community values to let companies like Coserv to operate as sole providers in a working middle class community that is struggling to get out of a recession.
