Tesla has released Smart Summon in Europe, which has been limited due to regulations.

Smart Summon has been released in the US in the middle of September 2019. European cars did not receive an update due to limitations.

As of 24th December 2019, Europe has received its own version of Smart Summon. It is called "the Limited Edition". The user needs to stand closer than 6 meters from the car and the maximum travel distance is 20 meters. It sounds ok on paper, but the reality is different. 

The petition supports the intent to hold the operators accountable for their actions. Operators should always be responsible. However, those limitations make autonomous features like this unusable and slow down the overall progress.
