Transparency of #KZNFloods Relief Funds
The Issue
South Africans demand that the national & provincial government is transparent on how the KZN Flood Relief funds will be apportioned to various sectors to help rebuild KZN.
The public has a vested interest in this to circumvent any mismanagement, embezzlement and siphoning of monies meant to help the people of KwaZulu-Natal, particularly eThekwini Municipality, to deal with the aftermath of this devastation.
History has shown us that government cannot be trusted and is anti-black 28 years post democracy. Therefore we require the following actions (but not limited to):
- An Open tender process where the public has a say on due diligence, vetting of service providers, contractors and the cost management of funds.
- Involvement of NGO’s like The Gift of the Givers as stakeholders. This will expedite the relief projects and keep a watchful eye on goverment officials.
- Continuous external audits by the public and private sector of the entire project lifecycle. The Auditor General to take lead on this as we cannot trust government procurement management.
- A slightly extended approval process with clear segregation of duties from the pre-qualification process, tender issue, contract award, execution management, payment certificates and final closeout. Proper Project Management with identifiable key milestones and severe penalties all linked to KPI’s.
We are tried of the looting status quo and endless promises yielding no results for those that are desperate for change.
