Prosecutor Who Justified Rape of Elderly Must Be Immediately Removed from Office!

We, the citizens of Estonia and concerned people from around the world, are appalled and outraged by the outrageous statement made by Senior Prosecutor Arika Lepp regarding the sexual violence cases at the nursing home Pihlakodu in Tabasalu.

Her words: “Not every sexual act committed against someone’s will causes harm to mental or physical health” (Original in Estonian: Iga tahtevastane suguühe ei pruugi põhjustada vaimset ja füüsilist tervisekahju.)— this is not ignorance, this is a cynical justification of crime. By defending sexual violence, Lepp not only insults the memory of the victims, but also undermines the very foundation of justice upon which our society is supposed to stand.

Furthermore, Lead Prosecutor Priit Heinsoo, who publicly supported her statement, blatantly reveals a systemic disregard for the law within the Estonian Prosecutor’s Office, which demands immediate correction.

We demand:

The immediate removal of Senior Prosecutor Arika Lepp from her position.

A public apology from the Prosecutor’s Office to all victims of violence.

An independent, impartial investigation by a higher-level prosecution office or international organizations to uncover any concealed crimes against elderly people.

The introduction of mandatory ethics and human rights training for all staff members of the Prosecutor’s Office.

Rape is always a crime, and it has no justification! There are no circumstances under which sexual violence can be excused, especially when the victims are people unable to protect themselves.

Silence and inaction are direct complicity. We will not stay silent.
