My name is Nichol Hollingsworth, and I am the founder of Circle H Haven, Horse and Donkey Rescue, in Midland County Texas. My experience with local animal welfare has made me acutely aware of the pressing need for Midland County to establish its own dedicated animal control department. As it stands, the responsibility of investigating animal abuse and conducting necessary seizures falls heavily upon our fire marshal, a department not designed nor equipped to handle such a unique and complex issue effectively.

The absence of a specialized animal control unit in Midland County has far-reaching consequences. Many cases of animal neglect and abuse go unchecked or inadequately resolved due to a lack of resources and expertise. Currently, the fire marshal's team is overwhelmed, leading to delays in response times and a backlog of unresolved complaints. To address this issue, we propose the establishment of a dedicated animal control department within Midland County. A specialized team would be better positioned to handle the complexity of animal welfare cases, ensuring more timely investigations and interventions. This department would also facilitate education and outreach programs to raise awareness about responsible pet ownership, potentially preventing cases of neglect before they start.

Evidence from neighboring counties demonstrates the effectiveness of having a dedicated animal control unit. For example, areas like Ector County have significantly reduced incidents of animal cruelty following the implementation of their specialized department. Moreover, a focused approach in Midland County could tap into existing state and federal funding, reducing financial burdens on local taxpayers while ensuring comprehensive and professional care for animals in need.
