On March 6, 2025, a 6-year-old boy named Alvaro Kiano Nugroho went missing after being picked up by a man at a mosque in Jakarta Selatan. The man claimed to be his father. The CCTV was not working. There were witnesses, but no immediate nationwide alert. Weeks later, Alvaro remains missing.
He is not the first, and unless we act—he will not be the last.

What Is AMBER Alert?
AMBER Alert is a rapid child abduction emergency response system used in many countries, including the United States, Canada, and parts of Europe.
It allows authorities to:
Send SMS alerts to all mobile phones in a given area
Display photos and descriptions on digital road signs, television, radio, and apps like Google and Waze
Engage the entire public as “eyes and ears” in the first crucial hours
It works. It saves lives.

Why Indonesia Needs AMBER Alert
Indonesia has:
Millions of smartphones
A vast network of media
A strong digital infrastructure
But what we lack is coordination and regulation.
Currently:
Families must “wait 24 hours” before action is taken

There is no standardized, fast-track protocol for suspected abductions

What We Demand
We, the undersigned, respectfully call on the Indonesian government to:
1. Create and implement a national AMBER Alert protocol, coordinated between Kominfo, Kepolisian RI, Komnas PA, and Kemensos
2. Integrate the alert system with SMS broadcasts, TV stations, toll road signs, and app notifications
3. Ensure every case of suspected child abduction is treated as an emergency—not an administrative delay
4. Provide a 24/7 hotline for public reporting and automatic trigger of alerts

We can’t bring back those already lost.
But we can build a system so the next child is found before it’s too late.
