As someone who has friends experiencing homelessness, I witness firsthand the struggles they endure daily — struggles that are intensified by the lack of available safe spaces during these hours. The police, unfortunately, have been enforcing rules that make it difficult for the homeless to access bike repair tools, share resources, or even find a sense of safety.

A significant problem in our community is the absence of a community center dedicated to the homeless. Such a center would provide a vital refuge during the day. It would be a place for learning, relaxation, and social connection indoors, rather than leaving individuals to brave the elements or face the discomfort of public spaces where they are often unwelcome.

Homelessness is not simply a problem to be policed; it is a human issue requiring compassion and tangible solutions. Thank you for reaching out to my office. I appreciate your input on this issue and all issues facing the county. Winnebago County currently operates the State Street Center at 206 State Street from 9am-3pm Monday-Friday. This space is designed to offer holistic support services for any adult that is working to manage their mental health or substance use disorder through mentorships, educational programs, friendships, peer support, and community engagement. This space has also become a space for unhoused people to spend time during the day, and we've found there to be a lot of crossover in the population. In my proposed 2026 budget, I am including a position to build out the second story of the State Street Center to offer similar programming for unhoused individuals in a distinct setting from the mental health and substance use disorder services on the first floor.
