DEMAND FOR ₹10,000 MONTHLY INTERNSHIP STIPEND FOR ALLIED HEALTH SCIENCES (AHS) & PARAMEDICAL INTERNS ACROSS UTTAR PRADESH

A Collective Appeal by Allied Health Sciences & Paramedical Students & Interns of Uttar Pradesh

TO:

 * Hon’ble Chief Minister**, Government of Uttar Pradesh

 * Hon’ble Deputy Chief Minister & Medical Education/Health Minister**, Shri Brajesh Pathak

 * Hon’ble Finance Minister**, Shri Suresh Khanna

 * National Commission for Allied and Healthcare Professions (NCAHP)**, New Delhi

 * **Uttar Pradesh State Allied and Healthcare Council / State Medical Faculty (UPSMF)**, Lucknow

 * **Hon’ble Vice Chancellor**, Atal Bihari Vajpayee Medical University (ABVMU), Lucknow

 * **Principal Secretary**, Department of Medical Education, Government of Uttar Pradesh

 * **Other Concerned Authorities**

### **OUR DEMAND**

We, the Allied Health Sciences and Paramedical undergraduate students and interns (including **B.Sc. Medical Laboratory Technology [BMLT], B.Sc. Medical Radiology & Imaging Technology [BMRIT], Bachelor of Physiotherapy [BPT], Bachelor of Occupational Therapy [BOT], B.Sc. Operation Theatre Technology [BOTT], B.Sc. Optometry, B.Sc. Dialysis Technology, B.Sc. Perfusion Technology, B.Sc. Emergency & Trauma Care**, and other recognized professional AHS disciplines) across Uttar Pradesh, respectfully submit this collective appeal.

We urge the Government of Uttar Pradesh and concerned regulatory authorities to introduce a fair, standardized, and mandatory monthly internship stipend of **₹10,000** for all eligible Allied Health Sciences interns during their compulsory clinical/hospital internship.

This is a state-wide collective concern of Allied Health Sciences students across Uttar Pradesh—particularly students enrolled under ABVMU and affiliated institutions—and is not limited to any single college or institute.

### **WHY SHOULD ALLIED HEALTH SCIENCES INTERNS RECEIVE A STIPEND?**

The Allied Health Sciences compulsory internship is not an academic formality; it is an indispensable phase of frontline diagnostic, therapeutic, and clinical healthcare delivery.

During the mandatory 6-month to 1-year rotatory clinical internship, AHS interns work directly in high-pressure hospital departments, performing critical healthcare duties under supervision:

 * **Medical Laboratory & Pathology (BMLT):** Performing diagnostic tests, handling biohazardous samples, running hematology, biochemistry, microbiology, and clinical pathology analyzers, and preparing critical lab reports.

 * **Radiology & Imaging (BMRIT):** Operating diagnostic equipment (X-Ray, CT, MRI, Ultrasound), assisting in fluoroscopy and interventional radiology procedures, ensuring radiation safety, and patient positioning.

 * **Physiotherapy & Rehabilitation (BPT / BOT):** Bedside ICU mobilization, pulmonary rehabilitation, neuro-rehabilitation, post-operative musculoskeletal recovery, and ergonomic therapy.

 * **Operation Theatre & Anesthesia (BOTT):** Preparing OT tables, sterilizing surgical instruments, managing anesthesia work-stations, handling intraoperative monitoring, and assisting surgeons and anesthesiologists.

 * **Dialysis & Nephrology Technology:** Setting up dialyzers, monitoring hemodialysis sessions, managing vascular access, and handling critical intra-dialytic emergencies.

 * **Optometry & Ophthalmology:** Comprehensive visual acuity assessment, refraction, operating slit-lamps and diagnostic ophthalmic equipment, and assisting in minor/major eye procedures.

 * **Emergency & Critical Care:** Triage assistance, CPR participation, vital-sign monitoring, handling medical equipment in ICUs and trauma emergency wards.

 * **Rotational, Night, and Emergency Duties:** Providing uninterrupted support across 24x7 hospital shifts, biohazard management, and clinical documentation.

### **CLINICAL DUTIES AND FULL-TIME SHIFTS (8+ HOURS/DAY)**

 * Allied Health Sciences interns are assigned **8-to-12 hour clinical and hospital shifts**, often including rotational night duties and emergency calls.

 * In diagnostic labs, trauma centers, dialysis units, and operation theatres, interns work continuously on their feet with **prolonged standing, heavy workloads, and minimal rest**.

 * They face direct occupational exposure to radiation, biological contaminants, infections, chemical reagents, and high-stress clinical situations.

 * Despite shouldering full-fledged clinical and diagnostic workloads essential to hospital operations, AHS interns in Uttar Pradesh receive **zero stipend or arbitrary nominal sums** in most institutions.

Providing a **₹10,000 monthly internship stipend** is a necessary measure of financial support, occupational dignity, and recognition of the critical services rendered by AHS interns.

### **INTERNSHIP IS COMPULSORY & MONOPOLIZES WORKING HOURS**

Under the guidelines of the **National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021** and university curriculum frameworks:

 1. The rotatory internship is **strictly mandatory** for the award of the undergraduate degree and state council registration to practice.

 2. The rigorous full-time clinical schedule leaves students **no scope or time to undertake part-time work** to support their living expenses.

 3. Expecting students to bear the entire financial cost of an essential, mandatory hospital service without compensation is unfair and unsustainable.

### **FINANCIAL BURDEN ON STUDENTS AND FAMILIES**

During the 6 to 12 months of mandatory clinical postings, students must independently manage:

 * Daily transit and commuting expenses between colleges, designated hospitals, and diagnostic centers.

 * Room rent and hostel fees.

 * Mess, nutrition, and daily food expenses.

 * Scrubs, lab aprons, protective clinical wear, dosimeters, and specialized clinical instruments.

 * Essential study materials, logbooks, and registration fees.

For students coming from rural areas, lower-income backgrounds, or modest-income families, surviving a year-long unpaid internship places immense financial strain on their parents.

### **STRONG EVIDENCE & PARITY: PRECEDENTS IN HEALTHCARE INTERNSHIPS**

Our demand is grounded in existing government policies, statutory acts, and official stipend provisions across healthcare sectors:

#### 1. The National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021

The central legislation passed by the Parliament of India explicitly aims to regulate, standardize, and uplift the status, education, and working conditions of allied and healthcare professionals on par with other medical disciplines.

#### 2. Central Institutions (AIIMS & ESIC)

 * **Central Institutes (e.g., AIIMS):** Stipends for healthcare trainees, including allied health disciplines, have periodically been recognized and enhanced to reflect prevailing living standards.

 * **ESIC Internship Frameworks:** The Employee State Insurance Corporation has recognized consolidated stipends of up to ₹22,000 for clinical healthcare internship programs.

#### 3. State-Level Parity in Uttar Pradesh

The Government of Uttar Pradesh has already recognized the necessity of living stipends for healthcare and professional interns:

 * **MBBS & BDS Interns:** Stipend enhanced from ₹12,000 to **₹25,000 per month** in government medical institutions.

 * **BVSc & AH Interns:** Veterinary internship allowance enhanced to **₹12,000 per month**.

 * **B.Sc. Nursing Interns:** A statewide call and administrative consideration for a ₹20,000 monthly stipend.

Modern healthcare is a team effort. Doctors rely directly on diagnostic technologists (Lab, Radiology), OT technicians, and rehabilitation specialists (Physiotherapists, Dialysis techs) to diagnose and treat patients. **Denying a basic living stipend to Allied Health Sciences interns while compensating other clinical streams creates an inequitable training ecosystem.**

### **WHY ₹10,000 PER MONTH?**

The proposed ₹10,000/month stipend is:

 * **Proportionate and Justified:** Commensurate with the recent enhancement of medical/dental stipends to ₹25,000 in Uttar Pradesh.

 * **Aligned with Living Costs:** Accurately reflects actual monthly living expenses (lodging, meals, transport, clinical necessities) during a full-time 8-hour daily hospital posting.

 * **Consistent with Central Benchmarks:** In line with central health agency norms and contemporary minimum wage standards for skilled clinical personnel.

### **OUR SPECIFIC DEMANDS**

We respectfully urge the Government of Uttar Pradesh and concerned authorities to:

 1. **Issue a Uniform Government Order (G.O.):** Mandate a standardized monthly stipend of **₹10,000** for all eligible Allied Health Sciences (BMLT, BMRIT, BPT, BOTT, Optometry, Dialysis, etc.) interns in all government medical colleges, autonomous state institutions, and university-affiliated hospitals.

 2. **Implement NCAHP Guidelines:** Formulate and notify standardized clinical training and stipend guidelines in alignment with the National Commission for Allied and Healthcare Professions Act.

 3. **Ensure Timely Direct Disbursement:** Mandate that stipends be credited directly and monthly via DBT into the bank accounts of interns without bureaucratic delays.

 4. **Immediate Relief for Current Batches:** Ensure the policy covers ongoing batches (including the 2021 and 2022 academic sessions) currently completing or preparing to enter compulsory internship.

 5. **Private College Clinical Framework:** Establish a clear regulatory mechanism through the UP State Medical Faculty / Allied Council requiring private hospitals and colleges to provide fair stipends to interns serving in their clinical wards and diagnostic centers.

 6. **Student Delegation Hearing:** Grant an audience to a representative delegation of Allied Health Sciences students and interns to present their representation in person.

### **OUR RESPECTFUL APPEAL**

Modern clinical care cannot function for a single day without diagnostic laboratories, radiology services, operation theatres, rehabilitation clinics, and emergency paramedical staff.

**WE ARE NOT ASKING FOR CHARITY.**

**WE ARE ASKING FOR DIGNITY, PARITY, AND JUST FINANCIAL RECOGNITION FOR OUR MANDATORY CLINICAL LABOUR IN SERVICE OF PATIENT CARE.**

We appeal to the Hon’ble Chief Minister and the Health Minister of Uttar Pradesh to look into this long-pending issue with empathy and fairness, and pass a landmark resolution securing a ₹10,000 monthly stipend for Allied Health Sciences interns.
