STATE COMMITTEE NOTIFICATION LETTER
November 18, 2025

Aloha State Committee Members,

I am writing to formally update you on several developments that directly affect the governance, stability, and compliance of the Hawai‘i Republican Party (HRP). In light of recent events, it is important that all members of the State Committee have accurate, complete, and timely information.

Executive Committee Resignations and Organizational Instability
Since the 2025 State Convention, a significant number of Executive Committee/members have resigned, including:

* State Chair Art Hannemann
* Treasurer Dennis Mataia
* Vice Chair of Communications Steve Yoder
* Vice Chair of Coalitions Susan Duffy
* Rules Chair Boyd Ready
* Kaua‘i County Chair Juli Lester
* District Chair Chanara Richmond
* Honolulu County Chair and National Committeeman Nolan Chang (read his letter here)
* Teri K. Savaiinaea

These resignations have understandably created uncertainty within the Party and elevated concerns among members regarding continuity, transparency, and the proper exercise of authority.

 
Pending Civil Action — Verified Complaint Filed November 3, 2025
As previously communicated, I have filed a verified complaint in the Maui County Second Circuit Court (Civil No. 2CCV-25-0003721). This action was undertaken solely to address procedural irregularities, bylaw violations, and actions taken without proper authority as defined in our governing documents.

A hearing has been scheduled:

Date:  December 22, 2025

Time: 9:00 AM  

 Location: Maui County Courthouse – Courtroom #3

This legal action is not intended to divide the Party, but to ensure that our organization remains compliant with its own rules and accountable to its members.

Membership Petition — Over 100 Signatures Submitted
Over a hundred signatures have been collected from members and citizens across the State calling for accountability, transparency, and adherence to our governing documents. This petition remains active on Change.org and central to the concerns being raised.

Cease and Desist Letter Received November 16, 2025
On November 16, I received a cease and desist letter from Acting State Chair Shirlene Ostrov requesting that I withdraw my verified complaint and refrain from raising internal objections. My legal response has been submitted, respectfully disputing the legal and factual assertions contained in that letter.

I want to be clear: my intention is not to escalate conflict, but to ensure that all actions within the Party are consistent with our Bylaws and applicable law.

Special State Executive Committee Meeting — November 20, 2025
A Special State Executive Committee Meeting has been scheduled for Thursday, November 20 at 7:45 PM. Given the timing and the concerns being raised by members, I believe it is essential that the State Committee be aware of the broader context surrounding this meeting.

A Call for Collective Responsibility and Restoration
The issues before us are not about personalities, factions, or political disagreements. They are about:

* the integrity of our governing process
* the protection of member rights
* the stability and credibility of the HRP
* the restoration of trust among the people of Hawai‘i

I am asking the State Committee to join me in ensuring that our Party honors its own rules, respects due process, and conducts its affairs with fairness, transparency, and accountability. Only by doing so can we rebuild confidence within our membership and within the broader community.
