Another recent video has shocked and devastated thousands: a 15-year-old boy in Albania brutally tortured and killed a defenceless dog.

This is not an isolated case. Across the country, countless animals suffer in silence while the laws meant to protect them are ignored. Albania has animal protection laws — but they are not being enforced. Abusers walk free. Victims are forgotten. Authorities remain silent.

This failure sends a dangerous message: that cruelty has no consequences.

Unchecked violence — especially by children — is a warning sign. It demands urgent intervention, not silence. When animal abuse goes unpunished, it doesn’t just harm animals. It erodes the soul of society.

We demand that the Albanian government:

• Enforce existing animal cruelty laws consistently
• Investigate and prosecute this and similar cases
• Create a national task force to monitor and respond to abuse and implement the current laws in place
• Introduce education on empathy and animal welfare in schools & the community
• Establish a safe, anonymous system for citizens to report abuse
