Voici donc la version anglaise : Petition : Our challenge, produce vaccines for poultry, chickens, geese, turkeys, ducks, etc ... packed in small dosages. A Europe of citizens and not a Europe of large industrial groups, a vibrant rurality. Hello, If you are an amateur poultry farmer, passionate about the selection and preservation of ancient breeds of poultry, producer of poultry or eggs of quality within farms of human scale, veterinary practicioner or health professional, economist, scientific, elected representative or sympathizing citizen of this issue, this important information will interest you. An open petition is online on the website Change. Its aim is to push pharmaceutical companies producing vaccines for poultry to manufacture them in small packages, at consistent, suitable and responsible rates. Especially to meet the needs of amateur poultry-farming, wether it be family, of subsistence, recreational or selective, but also professional farrming with livestocks and workshops of smaller dimensions that are opting for sustainable development and shorter distribution circuits. Sectors that have been knowingly forgotten and neglected for decades by pharmaceutical companies producing avian vaccines, for the sole benefit of intensive poultry farming, with poultry vaccines only offered in mega packages of 1000, 10,000 , 20,000 doses ! Tomorrow maybe more if there was no mobilization. But this practical problem is a global issue, even beyond our borders. For more fairness towards small farming structures, to better fight against and prevent antimicrobial resistance created by misuse of antibiotics caused by the absence of smaller packages, to preserve the health of our animals and rare flocks of ancient races of poultry, reservoir of biodiversity and national heritage. To also better secure our Poultry Contests and Expositions as well as the exchanges of breeders between selectionners, to allow amateur poultry-farming and small proximity producers, representing hundreds of jobs in all of our territories, to sustain and to develop. The chronical inaccessibility organized towards poultry vaccines, which therefore are not available in smaller dosages and packages, is a major obstacle. It is equally detrimental to the conservation of our old local breeds of poultry, public health and the one of our animals, as well as to a good and long term structuration of all those sectors which are generating local jobs. Yet France has signed the Rio Convention, which in its rules and objectives argues for practical measures to preserve species and breeds of domestic animals in low numbers or endangered. France therefore does not comply, on this precise and yet central point of the accessibility to avian vaccines, to its commitment. For decades, no measures to better regulate and moralize this poultry vaccine market has been etablished. For thousands of French breeders, from Europe and beyond, who maintain breeds that without their intervention would have disappeared, it is totally unacceptable aand potentially harmful. This is without forgetting that this charade has been continuing amid general indifference for ages. It is therefore time to react, to inform , to finally try to stop these abuses and improve the supply of vaccines to small poultry farms. In many ways the current system of production and distribution of avian vaccines is on the verge of disrespecting our laws, the welfare of the animal and of a good practice of veterinary medicine. Also, if you are interested, here is the link to the petition : https://www.change.org/p/ produire-des-vaccins-pour- volailles-conditionnes-en- petits-dosages Take notice of this petition, a detailed and technical argument explains the importance of this claim. Furthermore, the many comments written by livestock owners and other participants are as instructive as they are edifying. Several hundred farmers in particular have already signed. If you have not already done so, join them and you will help us, firstly, to challenge and better inform policy makers. They need it. And they indeed are partially responsible for the protection of biodiversity, when obvious and consistent technical procedures could be applicable to poultry vaccines, directly aimed at the profitable pharmaceutical companies. This would only be a natural countermeasure of the marketing authorizations that allow them to properly trade with the intensive poultry industry. At this early stage of the presentation we offer you a break. Recognizing that in our busy lives and their hectic pace, we do not always have the time to calmly take a look on all the important issues that threaten us every day. Wether it be in individual liberties, social, economical or environmental terms, wether we want it or not, even if we struggle to admit we are quite often sticking our heads in the sand, we are all on borrowed time powerful and miserable against the wall. The following text being quite long, and as we have done our best in its wording to make it enjoyable to read, those of you who wish to, can directly go through the provided link to get to the Petition Vaccins Volailles (Petition for avian vaccines). It is deliberately short and synthetic in order to get to the point, even if the matter at hand here cannot be overseen on certain points. And for those of you who are naturalists or contemplative, you will there be able to discover a beautiful picture of my feathered chickens in a country setting. More precisely a flock constituing of a rooster and some Marans breed hens from the golden wheat variety. Whatever be the next step that you will undertake by answering or not answering to this call that we make, each and every one of us being free to weigh the importance of the issue we raise, my chickens are always beautiful to watch. What you see is a very rare plumage for this breed, being reborn from its ashes after having almost disappeared. This variety I disseminate to fans as much as possible in order to , with others, consolidate this revival. With passionate farmer colleagues whose small herds obviously deserve to be protected, in partnership with our understanding veterinary practitioners, through various vaccinations when useful and necessary. The sexual dimorphism that is expressed in the plumage of hens and roosters from this variety is magical to watch, while the job of fixing this color, generation after generation, is more than tricky. Resuming with those who have time to read. Here we get into the details it is imperative to address and which would weigh down the main text of the Petition Vaccins Volailles too much. Their notice will hopefully facilitate the understanding of the stakes : We therefore intend to regularly talk about counterparties, about pacts of responsibility for our employment. Luckily, thousands of family poultry farmers or breeders, French and European, bear hundreds of jobs in all our territories. Through every supply or service company they partially allow to live in order to meet the needs of their smaller farming structures, through the towns and villages that our avian contests and fairs enliven. But thus yet operate, without any easy access to avian vaccines for their flocks of smaller size, in unacceptable and dangerous conditions, without any effective preventive health net. All of this is therefore very fragile. Then let us be heard, as citizen, in order to help solve this serious problem. And, if you share the importance of those issues, do let circulate this information to persons who may be concerned or interested. It is central to the future of family, recreational poultry farming and breeding and to allow them to shine, for our national gene pools, biodiversity, for those small producers of quality with short circuits of distribution in a sustainable development perspective, for a vibrant rurality. This trust so often compelled, without which our economy could not completely restart, is also at stake. Through the precise observation of areas that need to be addressed in order to enter the details of the constraints imposed. Here being, the abusive commercial policy, irresponsible in terms of health, reprehensible and costly in terms of loss of production, of poultry vaccines producing pharamceutical firms. For if our country still records successes, and is a pioneer in what he does well, can we afford ourselves to ignore all the leads that could allow us to make up the accumulated backlog? Under a macro-economic perspective, how many jobs and activities will we have to recreate, especially in rural areas that were harshly hit while fabulous potentialities exist? Here again we talk about our rich poultry heritage, highly sought today as it is very rare, because too long despised, neglected and underestimated in the race for high productivity and the monolothic application of its standards. It could ride this new craze, this identified research for garden hens of our old local farming or ornament breeds. But, fortunately for us, could also accompany us in this struggle as an additional argument, as the collective will to change the mode of development to move towards animal production quality, more durable, more diversified, of proximity, more respectful of our health and our environment, for our common future. All this is waiting to be developed, from intentional speech to practice. It is here, in this appeal to our government we make through this petition, not about demanding public subsidies or aid. Because we know our decision makers must, if they do not want to stifle any and win the battle of competitiveness, stop overpaying employees and entrepreneurs in our market sector that is already too thin. In the subject which interests us here, pharmaceutical companies have their share of responsibility and therefore must also fight against wastage and costs. Effectively protect our rare poultry heritages, which are a key to the future through increased accessibility to vaccines. With expected positive economical impacts as well as for the respect of human health. Breeders and petitioners also want the State to play its regulatory role. So that pharmaceutical companies will have to provide counterparties, as mentioned in the particular technically developed present information about poultry vaccines. They should have been available in small packages, in the interest of technical efficiency, public health, justice and equality, for a long time now. So that never again in our countrysides, in rural areas, no poultry farmer from the smallest to the biggest, to the largest, as well as the welfare of our animals, be it in righteousness, technical, health or economical consistency, will be forgotten on our territory anymore. These are all small rivers, it is their multitude, which make the larger rivers. Especially since the craze for family, leisure or selective poultry farming for the preservation of our old breeds, is today very trendy and rapidly increasing. Including the use of chickens as a true eco-citizen in the treatment of organic household waste. This will, if we do not intervene to find workable solutions to preserve our rare purebred herds maintained by small farming structures with affordable vaccines, unfortunately risk being done tomorrow with some rather widespread hybrid strains of chickens produced by the agribusiness. They have the chance, because multiplied in industrial quantities, to generally be vaccinated against various diseases and thus effectively protected. Here's what could indeed happen, a drastic impoverishment of choice, if we knowingly continued to make poultry vaccines inaccessible to small hobby breeders. As only they still protect and conserve our so sought ancient local and regional poultry breeds today. In the current poorly controlled sanitary conditions, because of the financial impossibility, due to the non-adjustment of dosages and packaging, to access the range of existing poultry vaccines, amateur poultry farming can therefore not structure itself properly and calmly respond to this growing demand. A mess, both genetic and economic. We therefore must act with visibly different methods to solve this problem. For now, we will inform about and put in full light this abject scandal. And since it is fashionable to constantly talk about the well being of the animal, let us not do any mistakes in our priority, being their health. Poultry vaccines in small packages should be available to order, at our veterinary practitioners. With adapted, coherent and responsible pricing, to precisely prevent them from sometimes having to die in agony. Years of work and selection then being destroyed in the process. Sometimes forever discouraging highly skilled breeders, passionate about our ancient breeds, or beginners, the next generation. The ideal would be pharmaceutical companies voluntarily softening their positions on poultry vaccines, opting for more virtuous and reasonable commercial policies, on an economical and sanitary level. They at least would be in compliance with our laws by doing so, including those related to consumption. This, if this situation does not evolve favorably after decades of waiting for poultry vaccines in small packages, could then eventually be debated in front of the relevant jurisdictions. Today, financed provisions can indeed possibly be used to organize collective group actions in justice. And we can be here, as the possible angles of attack always have to better be defined and identified, within this legal scope of application. Livestock farming is part of the essence of our country, its culture, its nobility and its origins, there are sacred things that must be protected at the risk of being lost. Let us therefore hope that the French State will help us, as well as quickly and seriously deal with its responsibilities in all these shortcomings. That it, on the quality of its signature, will meet its international commitments on these major issues. Those related to sustainable development and the protection of domestic biodiversity and of our living heritage. We are indeed a country of heritage, it is still partly what saves us, let us not forget that. While our Europe officially seeks to reduce antibiotic consumption, let us take the lead. Protecting the French and the small family amateur poultry farms is a duty, but without easy and equitable access to various existing vaccines it remains an illusion. Access to poultry vaccines packed in small dosages is a priority requirement, obvious, flagrant. This scandal should have been settled long ago. Meanwhile, it is in parallel not enough for the defenders of the welfare of animals, to only, even if it's in the noble hope or idea of being useful, go and undertake verifications or monitor if the small farmer takes good care of his animals. We very well see in the aforementioned problematic, where the limits of such reasoning lie, as there are cases technically more difficult and complicated than it seems. We must surpass ourselves in having a coherent overview. True practitioners and breeders know it, they can and should teach and remind you. Because to the impossible no one is held. Like putting the cart before the horses, or confuse want with power. Advocating a tighter control of small farms to do what? They cannot financially protect their animals by having an easier access to existing poultry vaccines anyway. Those are only produced in packages for thousands of poultry. Many other daily maintenance costs, not to mention the substantial investment and expenditure generated by the construction of our various coops for the luxury poultry of some, the pure breeds of others, having to be assured by any small or amateur breeder . This is all before you can afford any sort of vaccination program in this stupid market context ... The idea, sometimes conceptualized as a possible answer to this expectation, eliminating the need to face the crux of the pharmaceutical companies, which consists of having veterinarians move during the day to proceed with vaccinations in small poultry farms, does not win any support on the field. Whatever the parties concerned. Following this hypothesis, we would equip practictioners with vaccines in industrial pakaging, such as those currently on the market, with the mission of sharing them, predictably not even partially compliying with the technical constraints of use of those often fragile preventive medications. This is for each booster and for different conditions that can affect the reproductive adults or each birth of a chick band and then at different stages in their growth and breeding! All this would also, let alone considering the impossible practical organization on our territories, driving us away from the initial economical objective, only heavily trump the cost of vaccination operations. This will stress our birds during the day while in order to avoid accidents, it is at night when they are resting on their perches that we need to proceed. Multiply the factors of contamination by a lack of barriers between different small farms visited by practitioners and ultimately would only drain our public funds already sufficiently dried. Yes it is written in bold, as a prevention against any additional misplaced and habitual excessive attempt from nitpicking pack rat and bureaucratic excess, in this project to improve the accessibility of vaccination of poultry for family farmers and amateur breeders. A too heavy administrative system, too rigid, useless somehow is not practical or pragmatic. As of now, it is always to be feared so let us mention it now, as we are supposed it seems to revive the economy in the era of efficiency and simplification. With trust and so that may blow a wind of freedom that will evenly motivate all energies. It is on prescription from their local veterinarian councellor, that the thousands of small family farmers, breeders amateurs, should be able to be empowered with access to vaccinations for their poultry. For all age groups and different batches to be vaccinated, reproductive adults, young chicks, etc ... for the various existing viral or bacterial diseases. It's not worse, thinking about it for a while, than spitefully bombing our animals, sometimes unsuccessfully, with antibiotics ... Finally produce and distribute orderable poultry vaccines in small dosages and packaging, through vigorous and supported action, so it may become so, towards producing firms, would be a great message of trust. For the hundreds and thousands of small family farmers and curators of our local and regional ancient breeds of poultry across Europe. Let us therefore be more demanding, here our politicians and policy makers are naturally primarily concerned, towards large multinationals that officiate in our territory. Like in the present case with veterinary pharmaceutical companies, so they respect the law, which does not need to be improved, instead of tending to consider themselves to be in a new Wild West as quite often as they do. Instead, at every moment and in all circumstances, rather choose, perhaps for convenience, of primarily containing ordinary citizens, small and medium companies, of course, because easier to evaluate and calibrate in their operation. So for all these practical reasons and background help us with your equal participation. So that this serious problem, this shameful scandal of the unavailability of avian vaccines in small dosages and packaging that has remained for decades, always amplifying to protect particular interests that go against the common interest, will not be ignored anymore. First step to try to resolve it. Taking please when it will be possible the time to read on the site Change the text of the Pétition Vaccins Volailles. The various technical and economic arguments soberly listed and especially the expectations of farmers, developed and expressed by many written comments. Detailing the constant and repeated difficulties created by this unacceptable situation with poultry vaccines being only manufactured in industrial packaging. To one day hope to protect, if required or recommanded according to the breeding situations, our family or selection units and productions of modest sizes with existing vaccines. There, are stored irreplaceable reservoirs of biodiversity, a vital capital for our future. And then if you share that motion, thus signing this petition to better support this information. It seems to be of major public utility, filled with symbols and hopes and concerns ultimately all men and women citizens of our country and beyond. Our economic future and that of rurality, of our genetic heritage, our health and the health of our animals. As long as this serious matter will not be resolved on the field, while it carries misery everywhere around the globe, while the hen this mythical pet among poultry, useful and domesticated about 8000 years ago fueled entire human generations with its products, the world will gradually be informed. And it will also be after you, ladies and gentlemen, majority shareholders of pharmaceutical companies. Whatever be the time needed to get there, praying Providence to help us. Tell yourself that there are still purists and that all research is not already fully privatized in your cup. What you have done, ladies and gentlemen of veterinary pharmaceutical companies, despising for so many years our rare poultry genetic heritage, reflects precisely the serious limitations of this policy. Dear readers, we are not here in an abusive communication operation again, the subject is far too dangerous for our common future. The target is not your portfolio, we do not ask for donations. But your conscience and discernment. Measured against what we stand for, you will understand. Modernity, a progress that would not ally with secular traditions and inherited ancestral experiences that were vital to our evolution, with the pets heritage bequeathed by our old breeds shaped by time, by the terroirs and their inhabitants would become very fast a myth very fast, an illusion, a fantasy, and like here, at worst an annihilation. The signs are unmistakable, more and more contemporaries, even in our campaigns, no longer suffer to hear the song of the Roosters! Up to complain about them in front of the courts in order to silence them, while their vociferous cars pollute all over the shop. Don't they forget one thing. The Rooster is one of the emblems of France, perhaps because it is one of the few birds that is still able to sing with both its feet in deep shit! In the current social and economic reality, not the one some try to show us, the better side that hides the forest, we here get to touch the depths of our roots, our culture, our history. The boomerang effect now comes right in your face, ladies and gentlemen of the laboratories. All these scandalous truths will no longer be hidden. This is how it is. Ladies and gentlemen of the pharmaceutical companies, quickly return to reason. You can not indefinitely, use of your influence behind the scenes to promote and defend positions contrary to the collective interest. Our elected policy makers, our central administrations and our European or national regulatory institutions, sometimes even research or the lessons that can be associated with it. There, in those same circumstances and environments, you always know how to find the necessary budgets right when it comes to expect a "return on investment". Forgetting with your actions your consistency with your declared support for sustainable development, this plainly demonstrates this trade policy we are witnessing concerning poultry vaccines is irresponsible. We have collective goals. Limit the risks associated with antimicrobial resistance, the incurable genetic mess among our domestic breeds, the economic ones in our territories, respect the well being of our farm or ornamental poultry. To last, each and everyone of us must have its place in the sun, act and think in complementarity. Positive and fair, constructive, between small farmers, amateur breeders, reservoir of biodiversity and large farms. The improvement of the access to poultry vaccines, through their manufacture in small dosages and packaging, is a central and major issue. France, our country, in order to continue to exist, to be listened to and heard in the concert of nations as a force of proposal, should participate more actively and exemplarily in the building of a sustainable and balanced economic globalization. Rather than undergo unacceptable and destructive processes and business practices. So, every citizen has the right to be informed of such abuses and to form an opinion. They affect many fundamentals of our societies, those various family poultry farms, those of selection and preservation, those of leisure as well as the professional farming units on a human scale in short distribution channels in an optic of sustainable development. Adding to that all animation activities, supply chains and related services. In the end, they define our meals, their flavors, quality and diversity, our gastronomy, as well as our public health and our future rebound opportunities. France is particularly appreciated for the richness, beauty and diversity of its landscapes and rural heritage. In this set, the farmyard and poultry have for a long time had their place. Until the postwar arrival of a more productivist and intensive agriculture. Our regional pure breeds of farm poultry, less productive, then gradually gave way to some genetic types globally distributed today. These treasures could have disappeared, some breeds and species of birds have already paid the price. Was it not for the passion of a body of thousands of hobby farmers and small family farms from all generations, our children would not have been able to admire this living diversity. Notably when the schools from the cities and towns from France come to visit, with amazed eyes, our Poultry Contests and Exhibitions. However, many family farmers and poultry enthusiasts belong to rural and labor social classes. In these unjust and intractable conditions related to the organization of a market that only leaves room to the intensive poultry industry, they must renounce when the use of poultry vaccines is needed. Sometimes seeing their livestock and work wither while it often could have been avoided ... And even for people who may belong to the so called middle class, with the current mega-packaging of the veterinary pharmaceutical industry, family drama is to be expected, facing the incredible cost of any annual vaccination program for the young and older animals ! Therefore a mega commercial abuse, waste, on the limit of hard selling since several legal principles are struck by the inconsistency of this situation. Especially when these same laboratories manufacture vaccines in 10, 20 or 50 doses for rabbits or pigeons. Not to mention the sanitary irresponsibility overlooking many unique herds, the risk to human health by misuse of antibiotics because of the lack of vaccines in small packages, the absence of support to a whole economic sector. Who knows one day, because of too much talking and not enough practice, without actions to change the situation, to anticipate, some high-zealous officials will find easy thanks to the convenient precautionary principle to finish to destroy with a stroke of the pen. All this voluntary sector of breeders, regardless of the volume it represents, while put together it irrigates our territories economically and socially. Creates links and solidarity while maintaining our fabulous poultry genetic heritages. For example, always in the name of this sanitary precaution principle, by banning one day the organization of our Contests and Poultry Trade in the absence of vaccines in small packages. This is more or less latent, while they still are an essential place of exchange and emulation between breeders. If only the bureaucracy could, with as much authority towards the poultry vaccines producing pharmaceutical companies, make decrees for technical counterparts in favor to the preservation of all these vital and rich poultry heritages. Bureaucracy or technocracy that sometimes seems to be helped, in a poor definition and conception of priorities, by the most vindicative branches of usual theorists and missionaries of animal welfare. Those far removed from the true multi-millennium relationship between mankind and its domesticated animals. People who sometimes have never even helped with the birth of a chick and above all, if they are not farmers themselves, do not bear any legal responsibility for their caretaking. Animal subjects who, without the intervention of their breeder, with whom they have shaped our landscapes, would not live decently in the wild. Thus, ranting in a semicircle to explain what we farmers know perfectly, that the domesticated animals we spend our days with are gifted with sensitivity, is fine and jolly. Especially when breeders with a not enough developed understanding of their animals and of this evidence never last very long anyway. Only when these same legalistic animal welfare activists have the same spirit and dare to tackle the excesses of the lobbying veterinary pharmaceutical companies so the welfare of our animals is effectively and fully assured in our family or leisure poultry farms, can they then fully be satsified with their action. For our chickens, hens, roosters, chicks, chickens, hens, turkeys, guinea fowls, quails, pheasants, peacocks, etc ... Our waterfowl, ducks, geese, including wild species, some of which have become rare in the wild. All of this is a farce! No, a contest subject its breeder loves and pampers, a well maintained quality player prepared to compete in its most beautiful appearance and express the well preserved vitality of a farm or ornamental poultry breed, fruit of a selection work undertaken over several years, is not stressed beyond repair by participating in a Poultry Exposition. This does not damage his well being in the long run, pets are familiar with humans especially if their breeder is also their healer. Each purebred participating subject is placed in a comfortable individual cage adapted to its size, with litter, water and food. For a few days during a week-end, offered to the eyes of an always admiring public. It would be much more stressed, this poor animal and all its congeners, if a contagious disease had decimated his herd of residence. While often, these unnecessary sufferings for the animals that we have given birth to could be prevented through appropriate vaccination programs. In November 2012 I participated in the National Poultry Exposition of Montlucon in Allier. 6000 pets, chickens, pigeons, ducks, rabbits, etc ... were presented to the astonished eyes of the public in the Exhibition Center of the city. For four days most hotels and restaurants of the city and its surroundings were full. Filled by breeders and exhibitors from all regions of France, poultry judges, visitors and breeders who came to acquire breeding animals to renew their strains. Here we go again, let us prohibit, regulate excessively, delete. At this rate we will not last much longer. Our children in a few years will thank us. For having failed to protect, conserve and transmit with enough efficiency all these genetic riches, this capital for our present and our future. For having kneeled down, sometimes out of self-interest, to the always renewed amplifying tyranny of the greedy. The height of cynicism being to constantly praise their alleged support to sustainable development, a facade achieved through hollow and cheap communication strategies done on their websites, veterinary pharmaceutical firms wherever they are from. While in order to preserve maximum profitability, perhaps also to closely meet the needs of large farms that forever wish to reinforce their monopolies, all demands from small farmers for vaccines packed in small dosages and quantities have not seriously been taken into account. Then show your support to amateur breeders, poultry farmers and small family, of leisure or selection livestock units, cradles of diversity and heritage, pillar of an entire economic sector which only asks to prosper. To install the conditions and the instruments of control of the health of our livestock, of our exchanges between breeders. For the welfare of our animals and a solid structure in the long term for all related activities. Especially in this dilapidated stuck and destructive economical context, where none of our potentialities should be overlooked in order to create common wealth. This technical and economical lock is hideous, it is irresponsible, it must end. This, so our animals can be taken care of and maintained with our treasuries preserved, allowing the possible application of preventive vaccination programs for our young and adult animals when appropriate or necessary. So act with us in supporting this movement, so that tools for a real sustainable developement are made available, and so that they appear in public speeches. The short sighted trade policy of pharmaceutical firms has to change. This can happen by raising awareness while the public opinion receives better information from suitable laws, if the State and governing institutions still know how to be responsible toward their commitments . In the end if nothing has been done by either party in this abject scandal, this fool's bargain, this scam and all its shortcomings, the most caring and exceded breeders won't fail to engage in class action lawsuits. Why is it that in so many sectors, public decisions tend to be blocked ? In our case this is simply criminal toward all our poultry genetical heritage, all linked economical sectors, and also dramatic for the future of human health with the abuse in th usage of antibiotics made by this absurd scheme that so little people dare to denounce, even among those who are fully informed and that should ring the alarm in the first state. This doesn't seem to bother the said responsibles that this organised sham is in total contradiction with all the international agreements they signed. This is a devilish and coordinated global fraud, that is also institutionalized, covering absurd decisions and practices, those that are suicidal socially, ecologically, economically and health wise. So why do practical, simple, coherent, constructive decisions that are useful for public health and concrete for so many passionate poultry breeders, here or elsewhere in the world, always stumble against this unjustified wall of denial from the central administration concerned ? On which ground do the country representatives, supposed to defend the public interest, constantly protect the abusive commercial policy of international firms ? Do the media need, to convince themselves, to go ask some high ranking officials why this total lack of listening ? What could be the obscure reasons for this constant failure to act and blocking ? Our recent story reminded us numerous times of the capacity of pharmaceuticals to generously take part in debates, supposedly on our side of things. But the same causes seem to have the same effects. Even if it was now written on paper, after long hours of discussion, can we really believe in those circumstances that the well being of our farm grade and ornamental poultry is being respected ? The complete lack of logic is now at its paroxysm. Indeed we need to remind, shout or write in capital case that, we, breeders, that have a legal duty of care toward our animals, are not asking, in order to solve this problem, no public help or state subvention ! Our constructive reclamations are thus totally harmless for the public budget, what could we ask more ! We only want to be able to get, with a prescription from the veterinary, with our own funds because we care about our poultry diversity and with the rising demand this will only participate to growth, preventive vaccines that are adpated to the size of our farm. We want this, instead of facing inacceptable pricings from the pharmaceutical industry. If this is a game of cat and mouse, it is indeed still very difficult for the corrupt to go a few years later to give lessons of good behavior to his former corrupter. In order to finally regulate a market so anarchic that no patented liberal could demonstrate its compliance with the famous but smoky, because rogue, proclaimed principle of free and undistorted competition. But since the area of interest is customary of this fact, I want you you hold me by the goatee, if this assumption proved to be valid, it might explain why nobody dares to take action and bottlenecks persist. All this while our precious herds continue to pay. This is just one interpretative scenario, other possibilities remain. Indeed, how understand that after having reasoned, detailed and demonstrated all the issues, this silence still continues? In every crime there is a motive. For us farmers, it is not of first importance to know about the variety or full extent of the motors involved, we only want vaccines in small packages available from our veterinary adviser. This is also how it actually already works, because even in industrial mega-packaging avian vaccines have to be ordered. For too long have we lived this scenario with our animals, we fear for their health and our treasuries, it leaves us time to think. Yet the Republic legislates and, on paper, acknowledges our existence, family, of leisure or selection poultry farming: "tout en préservant, d'une part, l'activité des éleveurs professionnels comme non professionnels qui garantissent la pérennité des races et des espèces et contribuent au maintien de la filière nationale de génétique collective" LOI n° 2014-1170 du 13 octobre 2014 d'avenir pour l'agriculture, l'alimentation et la forêt - Article 55 It mentions the perservation of the activity of professional breeders as well as non professionals that guarantee the sustainability of breeds and species and contribute to the maintenance of the national collective genetic heritage. We therefore are immersed in total incoherence, practical and administrative inconsistency since poultry vaccines are still non-existent in small packages, especially as there obviously is no glimmer of progress or political will that wants to favorably resolve this issue. Pharmaceutical companies are imposing their rules and those of integrated sectors. Will we therefore have to plead our cause and debate ? Since ancient times, our family outdoor farms, yesterday in our backyard, today in our gardens, are in permanent contact with multiple vectors that can carry a variety of bacterial or viral germs. Those are well known, practical setbacks from many enthusiasts act as evidence. Germs wander the winds and can escape from anywhere, large and small farms, being further transported by birds, exchanges of eggs or breeders. The protection of our small farms through suitable vaccination programs should be the rule. Firstly, hobby farmers should be considered as free and responsible persons on the administrative level instead of pretending and be tempted to regulate everything, monitor, babysit, especially small. Still, one must have the means to afford such ambition. Therefore, this is the status quo that naturally settles, motionless, we do nothing that is not controlled or controllable, in the end we no longer produce anything except concepts, poured ... Confusing want with power, while a little humility and practical discernment would be in order to get some results. France is rich of initiatives, except when they are constantly clamped or suspected, our engine is idling, trying to avoid going too fast... Meanwhile, the Food and Agriculture Organization of the United Nations can only, powerless, witness this planned genocide against domestic biodiversity. In Europe, France, country that still has some of the worlds finest heritage in terms of domesticated animals. But what a shame! If things were not to evolve favorably, we would try to use the new legislation in place. This will be done as our pets, previously qualified as furniture goods or objects, are newly legally considered living beings endowed with sensitivity. For even if it is a desire from the fiercest defenders of the concept of animal welfare, it is clear that our animals are not yet considered as legal subjects. In the sense that they do not yet have the same legal approach as the one accorded to humans. This is fortunate for our small family poultry farms! For this new wobbly or intermediate status, recently attributed to our pets, should hopefully allow us to organize, as soon as we think is the right time, collective group action in front of justice against pharmaceutical companies. Notably to require them to manufacture and distribute in small packages, on custom and veterinary prescription, the different existing vaccines for poultry. A time-consuming battle, that will be fought instead of working on our fields. Fought to strategically circumvent the potential pitfall that is the scope limitation that the new law on collective group actions falls under. Indeed, health or environmental issues are oddly placed outside the scope of action of this new law. If in the US, even the largest multinationals can be attacked on every subject, here in the land of human rights, why should we remain silent on crucial issues ? To speak before the courts, about waste, forced sale, commercial abuse, with these industrial vaccines in mega-dosages. 10, 20, 50 doses for rabbits and pigeons. 1,000, 10,000, 20,000 doses for poultry, our huge heritage ! Because breeding, the true kind, on a human scale, is the only one that can endure and pollute less through short and responsible local circuits of distribution. And certainly not the thousands of poultry, even if they are qualified as Bio, contained in buildings where they die of not even seeing the light of day and being sometimes transported from continent to continent. Because on the long run, nature will eventually rebel and will produce the worst threats. Not in our small farms filled with know-how. But to satisfy the needs and interests of the agro-bio-industrial hygienist lobby, heavily subsidized and including veterinary companies, it is still knowingly considered, the unavailability of poultry vaccines in small packages being one of the hard evidence, to burst all biodiversity carriers, all smaller flocks of poultry. Europe just passed resolutions to encourage the reduction of antibiotic use, and of antimicrobial resistance. Without a democratized and empowered access to poultry vaccines, for thousands of European family farmers, this wishful thinking seems insoluble ...... Do you truly believe, while Soleil Vert Industriel's gentle dictatorship is still manipulating in the shadows, that the leading researchers involved in our research institutes will tomorrow provide you with the plankton tablets or promised bio protein as a substitute to ensure our future ? When, where and how can you make sure of that ? All this being done, for livestock sectors, outside of short circuits, of local and direct supply, which also consumes less. Gradually abandoning any sustainable development policy for our rural land, landscape management, a decentralized economic densification, by this presence of our pets, livestocks, and their herders. Also, on this subject, poultry vaccines record, no one can escape. Under the control of which would be the World, for a simple easy issue to resolve technical, symbolic and vital, can not be in the understanding and cooperation of all partners involved set? Distinguished senior officials, recalibrate much more efficient and responsible manner your work and your relationships with the laboratories. Now is time to put in place a well thought constructive partnership. This is what should have been done at the start in every attribution of selling authorization. This is as a counterpart, instead of forgetting with an outstanding cynism the gigantic selective domestic poultry family we have in our family farms. They seem according to the heads of our technocrats, to be only living like sub par domestical animals. For still how long are we going to be able to preserve, us breeders subjects to a lot of economical constraints, all this diversity and living heritage ? The breeding of our old poultry breeds, this hobby being more and more shared, besides the genetical aspects also creates social bonds. We do not have the right to let pharmaceutical firms, which are at the very heart of the agro-industrial lobby, to keep on destroying all those treasures. We do not have the right to impose insidiously and in an utopic way the health standards of intensive breeding to our family sized units. Under the ancient regime only nobles were allowed to breed pigeons... In my case, I say it's time to act, Mr President of the French Republic, with fermness, strictness and lucidity. This unacceptable scandal of non availability of vaccines for poultry in small packaging is a major problem. Let's face it, let's take this administrative negligence by the horns. Because it has now been for two years that small amateurs poultry breeders, selectors and conservators of old pure, farming and ornemental breeds, craddle of biodiversity, family and leisure breeders, have been in a grave anger. This anger is the one that is useful and constructive to express. Because however, they are, with their unique livestock, at the beginning of all an associative chain. At the heart of a social and solidary economy, the one that creates social bond and economical wealth that is well distributed. Indeed they preserve, without still being able in this unjust context to protect it with the existing vaccines, a, irreplacable poultry heritage. They are doomed by this fool's market that we denouce and have detailed in its most shameful slipage. All those dangerous and drifting practices from pharmaceuticals in the veterinar sector, all those disorganized injustices, they are not enough regulated, on our soil as in all over the different regions of the world. Because despite the rung alert we are still to this day without any results in favor of modest sized poultry farming unit, without any answers or proposals. Neither from public authorities, its services and offices, and from pharmaceutical multinationals that clearly organize this market a little too much by themselves. Or at least, one part of this market ! This while forgetting that there can not be any prosperity on the long run without any value of soldiarity and complementarity. Too often only guided by instant rentability, they obliterate the future by only wanting to put us in the same basket. The rule being that to last together, one part of sun in each and everyone of us must shine. While all these Europe's funding principles have to be rethinked, the fate reserved for amateur poultry breeding will be revealing. What is to be expected ? Whatever happens we small breeders have to, in priority, to keep on informing and continue acting, to denounce purely and keep on attacking this scandal, this forgotten, hidden, appalling and dangerously counter productive situation. If in the course of the months to come we have to take this matter to court in class action lawsuits against several pharmaceutical firms in order to protect one day the vaccination of our livestock and our selectioning work, this will be an confession of defeat. The defeat of the high public french authorities, its intolerable immobilism toward all those revendications, which is suspicious considering our country needs to be quicly rebuilt, as well as the whole Europe, at the risk of socially bursting. No way allowing to create real growth should be neglected, unless we want to keep on this way of environmental and economical collective decline. When will be the time for audacity to recreate economical governance systems that are now finished, expired. In this Europe needs redefining, remotivating, that needs to be enchanted once again, our counties, France in my case, need to be present more than ever as proposing powers. The kind that responds to the ones that want a renewed, loyal, just and sustainable prosperity. To be respected in the long run, our Republic must be respectable every day. To all those that took the time to read everything, you have all our thanks for your attention ! Stay focused, there is a bit more on our “Pétition Vaccins Volailles” webpage, along with comments from people that took part and wanted to express, often instructive and lucid. https://www.change.org/p/produire-des-vaccins-pour-volailles-conditionnes-en-petits-dosages
