Yesterday I met a person who has worked for ALL three of the Victoria area home care companies that I have had issues with.  Home Care is treated strictly as a for profit business by these owners.  Care is secondary.  "You've had a small bite of a big pie that has been baking for over 10 years, and nobody is doing anything about it!"
