The Issue

To: Ministry of Transport Malaysia (MOT), Land Public Transport Agency (APAD), and Malaysian Resources Corporation Berhad (MRCB)

The Crisis in the Basement

The Malaysian government and MRCB are currently moving forward with a massive, RM1 billion redevelopment of KL Sentral. While the upper levels of this transit hub receive billion-ringgit upgrades, thousands of daily bus commuters are being abandoned in a toxic, neglected basement.

The Lower Ground (LG) bus terminal at KL Sentral is an outright embarrassment to Malaysia’s public transport infrastructure and an active health hazard to the people who use it.

The current conditions are unacceptable:

  •  Toxic Health Hazards: There is virtually zero ventilation in the basement. Commuters, including the elderly, pregnant women, and children, are forced to inhale thick, trapped diesel exhaust fumes and endure extreme engine heat while waiting for their buses.
  •  Gross Neglect of Basic Amenities: It is inexcusable that a national transit hub provides exactly two benches for hundreds of waiting passengers.
  •  Total Lack of Management and Navigation: The terminal operates in absolute chaos. There are no digital scheduling screens, no on-ground personnel, and—most critically—no clear navigation signs. The entrance is hidden, and the complete lack of wayfinding leaves locals, daily commuters, and tourists completely stranded trying to find their bus bays.

Our Demands for Immediate Action

The RM1 billion redevelopment plan gives MRCB lucrative "air rights" to build commercial properties on top of KL Sentral. In exchange, the public was promised a modernized transit hub. That modernization must include the basement.

We, the undersigned commuters and taxpayers, demand that MOT, APAD, and MRCB immediately mandate the following upgrades to the LG bus terminal:

  1. Immediate Installation of Industrial Ventilation: Implement heavy-duty exhaust extraction systems to clear the toxic diesel fumes from the boarding areas.
  2. A Fully Enclosed, Air-Conditioned Waiting Area: Construct a safe, climate-controlled lounge with adequate seating, mirroring the standards seen at Terminal Bersepadu Selatan (TBS).
  3. Comprehensive, Colour-Coded Navigation Signs: Overhaul the station's wayfinding infrastructure. We demand highly visible, intuitive signage directing passengers seamlessly from the main KL Sentral concourse and NU Sentral directly down to the specific bus bays on the Lower Ground floor.
  4. Real-Time Digital Scheduling: Install synchronized LED screens for live bus arrivals and departures.
  5. Manned Information and Security Desks: Deploy dedicated staff at key navigation points to guide passengers safely to their designated bays.

We refuse to accept that bus commuters are treated as second-class citizens. We are calling on Transport Minister Anthony Loke and the developers at MRCB to fix this glaring failure before any new commercial towers are built.

Sign this petition to demand that the KL Sentral upgrades to a safe, breathable, easily navigable, and dignified bus terminal for all!
