End the Islamic Revolutionary Guard Corps immediately

The Issue

To the Governments of the United States of America, the United Kingdom, the European Union, Canada, the United Nations, Australia, and the European Economic Area (EEA),

 

This letter is not a plea. It is a formal and urgent demand.

The Iranian people live under a brutal dictatorship that has relied for decades on executions, mass imprisonment, torture, enforced disappearances, and systematic censorship to maintain power. What is happening now is not an internal political matter; it is a humanitarian disaster and a crime against humanity.

The Islamic Republic of Iran has declared war on its own civilian population.

Across Iran, civilians are being subjected to:

  • Arbitrary mass arrests
  • Deprivation of liberty without access to legal representation
  • Torture, sexual violence and forced confessions
  • Executions after show trials
  • Deliberate isolation from the outside world through internet and communication shutdowns

In the recent escalations alone,  at least 12,000 civilians were killed in the space of two days. These were not combatants. They were protesters, students, women, children, and ordinary citizens demanding basic human rights. The real death toll is likely much higher, as the regime actively suppresses evidence, blocks communications, and silences families through intimidation.

At the centre of these crimes is the Islamic Revolutionary Guard Corps (IRGC).

Internationally, it is an  established and well-documented fact  that the IRGC:

  • Funds, arms and trains terrorist organisations worldwide
  • Exports violence and instability across national borders
  • Operates as a transnational terrorist network under the cover of a state military force
  • The IRGC doesn't just terrorise Iran, it poses a global threat.

Continuing to treat the IRGC as a legitimate military institution is a deliberate political denial.  Broad economic sanctions are not an appropriate response in this situation.  They have consistently hit the civilian population much harder than the regime, deepening poverty and suffering, while leaving those responsible for the violence unaffected.

We therefore make the following  immediate and non-negotiable demands :

  • To formally and unconditionally label the IRGC as a terrorist organisation.
  • Immediately close Iran's embassy and diplomatic missions.  These embassies do not conduct diplomacy; they act as extensions of the regime's surveillance, intimidation, and intelligence operations.
  • To expel Iranian regime representatives who have been involved in harassment, coercion or espionage.
  • To support independent international investigations into crimes against humanity committed by the Iranian regime.
  • The Islamic Revolutionary Guard Corps (IRGC) must be fully dismantled without exception, and Reza Pahlavi must be recognised and installed as the governing authority of Iran.

Let this be said with absolute clarity:
If you do not act in accordance with these demands, you will be considered active accomplices to this terrorist regime.  Continued diplomatic relations, open embassies, or refusal to label the IRGC a terrorist organisation make your governments equally responsible for the reign of terror, the bloodshed, and the crimes committed.

This must stop immediately.

Close the embassies.
Label the IRGC a terrorist organisation.
End your cooperation with this regime, or accept responsibility for its crimes.
