My wife and I have spent years working as a live-in domestic couple in private estates across the UK witnessing the harrowing realities of unregulated care: dementia patients, unable to defend themselves, silently suffering from familial aggression and neglect behind closed doors. Equally alarming are the live-in caregivers, who, bound by the necessity of their homes and jobs, endure gruelling care duties and remain silent out of fear of losing both their livelihoods and places of residence.

This is more than a personal story; it is a widespread issue crying out for urgent attention. The absence of stringent regulations in private home care creates a dangerous vacuum where abuse thrives unchecked. Dementia patients, some of the most vulnerable members of our society, deserve a basic human right: to be treated with respect, dignity, and care. However, without proactive measures, these rights are continuously violated, and care staff are left voiceless and vulnerable.

The regulatory framework meant to safeguard the welfare of individuals receiving care at home, particularly the elderly with dementia, is grossly inadequate when it comes to private settings. While care homes and public healthcare facilities are subject to oversight and inspections, private residencies, where much of this abuse occurs, are not held to the same standards. This lack of regulation invites neglect and exploitation.

Moreover, live-in caregivers need protection and support, not repercussions. These dedicated professionals should have channels to report abuse without fear of retribution. Current conditions often force them to choose between speaking out and maintaining their employment and housing, a choice no one should have to make.

It's time for change. We call upon legislators and relevant authorities to:

- Implement mandatory, regular inspections of private residences where vulnerable individuals are receiving care.
- Establish strict guidelines for the care of dementia sufferers in private homes to prevent abuse.
- Create safe, anonymous reporting systems for caregivers to ensure they can report violations without fear of eviction or job loss.
- Provide legal and emotional support for victims of abuse, both patients and staff, to encourage the reporting of abuses and to enable healing.

Re: Urgent need for statutory standards, carer qualification, and mandatory rotation in private home care for dementia

I am writing to you as your constituent to raise an urgent safeguarding issue concerning self-funded and privately arranged home care for individuals living with dementia. At present, individuals who fund their own care at home often operate outside the strict oversight governing regulated care agencies. This regulatory gap leaves vulnerable adults exposed to neglect and abuse behind closed doors, whilst simultaneously placing domestic and private carers under unsustainable pressure. The testimony details an exhausted carer pushed past breaking point after working unbroken three-week stretches without relief, witnessing severe neglect, malnourishment, and controlling behaviour by relatives who retain full control over care arrangements.

When families directly employ private staff without mandatory standards, two critical failures routinely occur: Unqualified appointments: Individuals lacking adequate dementia training are hired to manage complex, end-stage behavioural and medical needs, increasing the risk of poor care, physical harm, and unaddressed abuse. Carer burnout and isolation: Single live-in staff are frequently expected to work continuously without compulsory rest breaks or mandatory shift rotations. Severe fatigue compromises safeguarding, leaving both carer and patient vulnerable.

To protect vulnerable adults who have the financial means to fund home care, I urge you to call for legislative reform in England to establish: Mandatory professional standards: A statutory requirement that self-funded individuals with moderate to severe dementia appoint only registered, suitably qualified care professionals who meet minimum dementia-care competencies. Mandatory shift rotations and rest limits: Legal limits on continuous working hours for privately employed live-in carers, requiring a mandatory rotation schedule so that no single carer is left isolated or overworked. Independent safeguarding checks: Routine local authority safeguarding reviews for private, directly employed care arrangements where the individual lacks mental capacity under the Mental Capacity Act 2005. No vulnerable person living with dementia should suffer neglect simply because their care is arranged privately, nor should carers be subjected to unregulated working conditions.

Could you please advise what steps the Government is taking to close these safeguarding loopholes in private home care, and whether you would be willing to raise this issue with the Department of Health and Social Care?
