The Issue

Your face is enough. Consent is optional. That is the reality of generative AI today.
“Gemini, give me a formal suit for an ID picture and make the background white.” With a single prompt, generative AI can fabricate a convincing identity—no camera, no studio, no reality required. While this power may appear impressive or even harmless, it reveals a far more dangerous truth: the same technology that can generate a polished ID photo can just as easily manipulate, distort, or erase reality itself. If images can be created of things that never existed, they can also be weaponized to fabricate moments that never happened. In today’s rapidly evolving digital era, technological progress should not come at the cost of personal safety and privacy. Nowhere is this threat more evident than in the rise of sexual deepfakes and AI image abuse, which demand urgent scrutiny and decisive action.

Sexual deepfakes and AI image abuse represent a rapidly growing threat, transforming ordinary online interactions into potential nightmares. Recent studies indicate a sharp rise in deepfake content, with a significant proportion consisting of non-consensual pornographic material that overwhelmingly targets women. A recent example includes issues surrounding X’s (formerly Twitter) AI bot, which reportedly allowed users to generate explicit content from otherwise harmless photographs. Such practices constitute a grave violation of privacy and inflict severe emotional, social, and professional harm on victims. The absence of a comprehensive legal framework enables perpetrators to act with impunity while victims are left without adequate protection or recourse.

This crisis is not solely a legal failure but a profound moral one. Passing strong legislation would represent a clear stand in defense of individuals who have been silenced, exploited, or traumatized by this form of abuse. A robust national law explicitly banning sexual deepfakes and AI image abuse, coupled with strict penalties, is essential to curbing this growing menace. Such legislation would compel digital platforms to implement effective safeguards while sending an unequivocal message that these violations will not be tolerated. We urge Congress to act now—by signing this petition, you help protect dignity, privacy, and safety, and take a vital step toward making the internet a safer space for all.
