In 1830, when slavery was the law of the land in the up-and-coming United States, officials of counties across America began including prisoners in the general population.  For them, the beauty was that more money began going into their government coffers for services, programs, and anything else money could be pulled into.  Such a practice had many citizens smiling because the thought of more funds in their county's budget was a win-win.  However, after a century and decades of such a system, in 2021 Illinois became the TENTH STATE to abolish prison gerrymandering which means that a prisoner then had the option of using their last address as their residential location.  Although the initial statute provided protocols for the implementation of the system, it was determined there were still flaws prohibiting its proper administration.  Therefore, during this year, 2023, Governor Pritzker signed another bill, HB1496, which strengthens the effort even more to guarantee the end of prison gerrymandering. Further, it is one of many chains to take the chains of slavery off inmates.  THE FIGHT TO END MASS INCARCERATION CONTINUES!
