A recommended change to bowlegs (4) . . . here we go again!

Thanks to the constructive feedback received after I posted bowlegs (5) I was able to make some changes; I am now satisfied with the language chosen for (5) in the recommended amendment. Upon closer review of bowlegs (4) however, I found it lacking in one regard, the school districts were not REQUIRED to allow parents to pay their balances off over time, it was optional. If the law were amended in accordance with bowlegs (5) and no change is made to bowlegs (4) then a school district could immediately seek legal action against a parent without allowing them the option of paying over time. My recommended adjustment to bowlegs (4) allows families struggling with temporary financial issues (emergency medical expenses, unplanned car or house repairs, reduction in hours worked, etc.) to arrange to pay their child’s school meal account over a period of time not to exceed six months. In all but the most extreme cases, I expect the payment plan option available at bowlegs (4) to be utilized in lieu of the legal options provided by bowlegs (5).
