The Issue

Every day, Americans are bombarded with scam and spam calls that deceive and defraud millions, draining billions from unsuspecting victims annually. According to the Federal Trade Commission (FTC), Americans lost an astounding $3 billion to phone scams in 2020 alone. This pervasive issue affects not just individuals but entire communities, causing stress, financial distress, and a diminishing trust in legitimate telecommunication services.

It's critical we empower law enforcement agencies and international partnerships to dismantle these criminal networks. Enhanced collaboration with countries known as origins of these calls can help cut off fraudsters at their source.

America is on the line, quite literally, and we cannot afford inaction. Let’s work together to demand stronger, immediate, and effective measures to safeguard our citizens from these relentless scams and spam calls.

The Scam Epidemic

  • U.S. consumers received just over 4.4 billion robocalls in June 2025 … the first half of 2025 has seen 28.2 billion robocalls, an increase of approximately 10.6 % compared to the same period in 2024 source
  • More than 56 million U.S. adults — 21 % of Americans — lost a combined $25.4 billion to telephone-based scams in 2023. source
  • Over 68 % of Americans receive scam calls, texts, or emails every single week. source 
  • Consumers reported losing $12.5 billion to fraud in 2024 — up 25 % from 2023. source
  • Older Americans (60 + ) lost $4.8 billion to scams in 2024, a 43 % increase from 2023. source
  • Many of these scam calls and texts originate outside the U.S. — in regions known for “scam farms” such as the Philippines and parts of Southeast Asia, where criminal networks exploit VoIP, spoofed numbers and international money-laundering to target U.S. consumers. source

🇺🇸 What We’re Demanding

We call on Congress and the White House to:

  1. Launch an international crackdown on foreign scam-call operations through the FTC, FCC and DOJ.
  2. Form bilateral agreements with key countries to trace VoIP traffic and shut down known fraud centers.
  3. Mandate carrier accountability — fine or suspend telecom companies that enable spoofed calls to reach consumers.
  4. Establish a National Anti-Scam Task Force to coordinate federal, state and international efforts.
    Protect our most vulnerable citizens by funding education and response programs for seniors and victims of fraud.
