The Problem: Government Extortion Disguised as Regulation
The State of Texas has systematically transformed the fundamental right to travel into a state-controlled, pay-to-play scheme. By deliberately misclassifying private individuals as “drivers” and their personal vehicles as “motor vehicles,” the state has manufactured a false legal basis for forcing Texans into mandatory registration, licensing, and insurance.
This is not regulation—it’s financial coercion.
Texas law deliberately fails to distinguish between private travel and commercial driving. As a result, every Texan who simply wants to move freely is forced to pay the state for permission through licensing, registration, and mandatory insurance—none of which are constitutionally required for private individuals who are not engaged in commerce.
As if that weren’t enough, the state has also created an additional layer of extortion in the form of permanent toll roads, forcing Texans to keep paying for roads that our tax dollars already funded. While toll roads were originally sold as a temporary funding solution, they have instead become permanent revenue machines for private companies and government agencies, intentionally designed to force drivers into paying endless fees for the “privilege” of traveling efficiently.
The Texas Constitution, Article 1, Section 2, makes it crystal clear:
“All political power is inherent in the people, and all free governments are founded on their authority, and instituted for their benefit. The faith of the people of Texas stands pledged to the preservation of a republican form of government, and, subject to this limitation only, they have at all times the inalienable right to alter, reform or abolish their government in such manner as they may think expedient.”
But instead of upholding this principle, Texas has allowed bureaucrats, law enforcement, and private toll companies to turn movement into a taxable commodity.
This is not a free state. This is legalized extortion. And we will not stand for it.
We Demand Immediate Legislative Action to Restore the Right to Travel in Texas
1. End the Forced Registration & Insurance Scheme
Amend Texas transportation laws to clearly distinguish private travel from commercial driving.
Recognize that private individuals traveling in their personal vehicles are not engaged in regulated commerce and should not be subject to mandatory registration, licensing, or insurance.
Stop penalizing and criminalizing private citizens for choosing to travel freely without unnecessary government oversight
2. Stop Using Vehicle Laws for Financial Gain
Remove all penalties, fines, and legal consequences for Texans who do not participate in the state’s vehicle registration and insurance racket.
End law enforcement practices that use vehicle regulations as a pretext for ticketing, asset forfeiture, and revenue generation.
Prohibit data collection and tracking of personal travel habits through government vehicle databases.
3. Abolish Toll Roads and End Double Taxation on Travel
Immediately remove tolls on all public highways and roads that have already been funded by taxpayer dollars.
Investigate fraudulent and deceptive agreements between the state and private toll operators.
Ban future toll projects unless they receive direct voter approval.
Prevent public-private partnerships that turn highways into permanent corporate profit centers.
4. Stop Making Texans Pay Twice for Roads
Redirect gas tax and vehicle registration revenues (which are already meant to fund infrastructure) to eliminate reliance on toll roads.
Ensure that Texans can travel freely without being subjected to perpetual toll fees for roads they have already paid for.
Conclusion: The People Will Not Be Extorted
We, the undersigned, demand an end to the government’s systematic financial exploitation of travel in Texas. The right to travel is not a privilege granted by the state—it is a fundamental right that predates the government itself.
The Texas Legislature must take immediate action to:
✅ End forced vehicle registration and insurance mandates for private individuals.
✅ Restore the right to travel without financial coercion.
✅ Eliminate toll road extortion and stop making Texans pay for roads twice.
Failure to address this matter will be viewed as a direct violation of the Texas Constitution and an admission that the government serves its own financial interests rather than the people’s rights.
