The Issue

Every year, millions of students across India prepare for highly competitive entrance examinations such as NEET, JEE, CUET, CLAT, GATE, CAT, and various state-level entrance tests. Every candidate appears for the same examination, answers the same questions, and is evaluated under the same marking scheme.


However, admission to higher educational institutions is determined using different admission standards based on caste categories. As a result, students with significantly better All India Ranks may lose admission opportunities while candidates with substantially lower ranks may secure seats through category-based reservation.

We believe that when every student takes the same examination under identical conditions, admission should also be determined by a common standard based primarily on merit and examination performance.
Reservation was introduced as a measure to address historical inequalities. After decades of implementation, we believe it is appropriate for the Government and Parliament to undertake a comprehensive review of the current policy to determine whether it continues to achieve its intended objectives and whether alternative methods can better support disadvantaged students without creating different admission standards.
We respectfully request the Government of India and Parliament to:
Review the existing caste-based reservation policy in higher education admissions.

Introduce a common merit-based admission system where every candidate competes under the same admission standards.
Replace caste-based admission preferences with targeted support such as scholarships, financial assistance, quality school education, coaching support, and other welfare measures for genuinely disadvantaged students.
Initiate the constitutional and legislative reforms necessary to establish a transparent, fair, and merit-based admission framework.
India's future depends on rewarding talent, hard work, and academic excellence. Every student should have the opportunity to compete under the same admission standards, irrespective of caste or category.


This petition seeks a democratic review of India's higher education admission policy. We urge the Government of India and Parliament to begin a national dialogue and implement reforms that promote equal competition, transparency, and merit for every student.
