Beirut’s identity as a beacon of culture, free speech, and diversity is under threat. The continuing presence of armed militias in Ras Beirut and Hamra is punishing residents, intimidating local businesses, and eroding the vibrant, open spirit that makes these neighbourhoods unique.
The offices of these armed groups act as hubs for illegal activities. Residents and business owners face daily extortion, while criminal networks thrive on human trafficking and the exploitation of vulnerable children—forcing them into gangs of beggars and depriving them of a future. Ordinary people are living in fear, and the city’s creative and cultural life is being strangled.
These militias are not protectors—they are thugs who profit through violence and intimidation and have no place in a peaceful, democratic society. Beirut’s greatest strengths have always been its freedom of expression, artistic achievement, and its reputation as an oasis of coexistence and opportunity in the Middle East. Nowhere is this truer than in Hamra and Ras Beirut, districts renowned for their educational institutions, independent journalism, and cosmopolitan life.
Every day the armed presence continues, a piece of Beirut’s soul is lost. If our city is to reclaim its role as a melting pot of cultures and ideas—if it is to remain a safe haven for free thought and creativity—we must act now. We demand the immediate closure of all militia offices, including those operated by groups such as Al Kawmi, and the full removal of illegally armed actors from Ras Beirut and Hamra.
