Background:

As of the end of 2021, various countries retained the death penalty for drug-related offenses, a draconian measure that has elicited significant international concern. The actual practice and data transparency of these executions vary widely, with several countries either under-reporting, making data a state secret, or not carrying out executions despite the laws.

Countries Involved:

Prominent countries maintaining such a policy include China, Iran, Saudi Arabia, Indonesia, Malaysia, Vietnam, and Singapore, among others. However, the real scope of executions remains challenging to ascertain due to issues like state secrecy, as seen in North Korea and China.

Trends in 2022:

Countries with Death Penalty for Drug Offenses: 35

Executions in 2022: 285+ (An 118% increase from 2021 and an 850% rise from 2020)

Death Sentences in 2022: 303+

Current Global Death Row for Drug Offenses: 3700+ individuals

Harm Reduction International (HRI) highlighted an alarming surge in executions, with a notable increase in countries such as Iran, Saudi Arabia, and Singapore. China, North Korea, and Vietnam remain particularly opaque about their actual figures, suggesting that the global number might be even higher.

International Response:

While some global bodies and nations have occasionally condemned these executions, the overall response has been sporadic, symbolic, and generally insufficient. Notably, the UN Office on Drugs and Crime (UNODC) abstained from taking a public stance for the second consecutive year. This silence sends a disturbing signal, allowing countries to believe that they can continue with such punitive measures with minimal repercussions.

2022 also saw more nations abolishing the death penalty. Still, the trend for drug offenses deviates sharply from this positive direction, accounting for over 30% of all global executions. This percentage is the highest recorded since 2017, even though a record 125 countries showed support for a UN General Assembly Resolution for a moratorium on the use of the death penalty.
