Enact The Barrier‑Free Web Access Act: Ban Inaccessible CAPTCHA Systems Worldwide

The Issue

We, the undersigned, urgently call upon governments around the world to enact The Barrier‑Free Web Access Act. This legislation is critical to eliminating inaccessible CAPTCHA systems that create unnecessary barriers for users, particularly those with disabilities.

Key Demands:

Global Ban on Traditional CAPTCHA: Enact a worldwide prohibition on traditional CAPTCHA systems that fail to accommodate users with visual impairments, cognitive disabilities, and other challenges.

Mandatory Use of Accessible Verification Methods: Require that all platforms implement humane, accessible alternatives, such as Cloudflare Turnstile, ensuring that user verification processes prioritize accessibility and privacy.

Severe Consequences for Non-Compliance:

Fines: Impose significant financial penalties on organizations that persist in using inaccessible CAPTCHA methods, escalating with repeated offenses to ensure compliance.

Website Shutdowns: Mandate the immediate suspension of services that obstruct user access due to failure to comply with established accessibility standards.

Criminal Charges: Pursue criminal accountability against those who knowingly create barriers to accessibility.

Life Imprisonment Without Parole: In cases where the consequences of inaccessible CAPTCHA result in severe harm or death, hold individuals accountable with life imprisonment without the possibility of parole.

Capital Punishment: In extreme cases where negligence leads to widespread harm, consider capital punishment for those who perpetuate systems that intentionally harm users.
Strong Defense of Google:

Framing of Google: This petition asserts that Google is being unjustly implicated in the failures of its reCAPTCHA system. The dossier titled "The Framing of Google for Crimes They Did Not Commit" provides compelling evidence of:Injected Errors: The inconsistent “automated queries” message found in user interactions is not part of Google’s reCAPTCHA API and cannot be reproduced under normal user conditions without external interference.

Trust Score Anomalies: Users who possess high trust scores (0.9 and above) are still subjected to CAPTCHA challenges, illustrating a manipulation of the scoring mechanisms that cannot be attributed to Google’s infrastructure.

Global, Consistent Failures: These reCAPTCHA issues have been documented across multiple continents and various devices, confirming the existence of systemic interference rather than isolated incidents or user misbehavior.

Awareness and Accountability: This petition emphasizes the need to focus on the true causes behind these failures, recognizing that Google, while facing scrutiny, should not be blamed for systemic issues beyond its control. We must identify and hold accountable those who manipulate public trust for their gain to prevent misinformation and restore faith in security systems.

The Urgent Need for Change

Inaccessible CAPTCHA systems not only block individuals from accessing essential online services but also create reputational and operational strain on companies like Google. Continued negligence could lead to a permanent erosion of trust in digital platforms and the exclusion of vulnerable users. By setting forth this law globally, we can ensure a more equitable online environment and safeguard innocent companies from unwarranted accusations.
