Enact Puppy Mill prevention laws in Alberta
The Issue
My heart was shattered when my beloved dog, who I thought came from an ethical breeder, passed away at just one year old. The breeder, who assured me they conducted comprehensive health testing, lied. My dog died of heart failure due to genetic issues that should have been detected before breeding. It was an enormous emotional blow and one I would never wish upon anyone. Yet, the tragic reality is that my experience is not an isolated case.
In Ontario, measures have been taken to prevent such heartbreaking situations through the Preventing Unethical Puppy Sales Act (PUPS Act), 2024, which amended the Provincial Animal Welfare Services Act. This crucial legislation bans puppy mills, prohibits unscrupulous breeding practices, and imposes substantial penalties, including a minimum fine of $10,000 and $25,000 if a dog dies due to a violation. It also sets forth detailed requirements regarding the health and wellbeing standards for breeding.
Unfortunately, in Alberta, there is still no such law offering protection to the animals or potential pet owners. Currently, many so-called breeders are reaping profits without any regard for the health of the dogs or the devastation they might cause to families like mine, who end up caring for sick pets. Alberta needs to adopt similar laws to those in Ontario to curb unethical breeding practices and shut down puppy mills.
I urge the Government of Alberta to introduce and enact legislation that mirrors the Ontario PUPS Act. Such laws will ensure that any breeder not adhering to strict ethical and health standards is held accountable. Alberta should impose strict penalties and fines, encouraging everyone in the breeding industry to prioritize animal welfare over profit.
