Friends of “clean” adoption reform,

VERY SOON!  Opening day for “clean” S3419 is almost here—this Wednesday January 15th!  Remember, the NY State DOH released an important update and FAQ! Read and share!  Similar New York City DOH original birth certificate application procedures, for adoptions within the five boroughs, are on the way! Join us at the Capitol Building in Albany—this Wednesday at 11am (details below)!

FOUR IMPORTANT NOTES:

  1. NYS DOH (for adoptions outside the five boroughs of NYC) informs us that they plan to be ready to receive online applications on time, starting at midnight (when Wednesday begins).  Form for mailing or applying in person will also be available.
  2. NYC DOH (for adoptions within the five boroughs of NYC) details are to come.  We are uncertain as yet if online application will be possible right away.  But, at a minimum, form for mailing or applying in person is expected to be available starting Wednesday.
  3. Online applications will be processed quickest!  We have been advised:  “Adoptees are encouraged to request their birth certificate by applying online starting January 15, as this is the most efficient way to apply and will result in faster issuance of the birth certificate. Paper applications will also be accepted by mail and in person. All certificates will be issued via regular mail; no certificates will be issued in person or via email.”
  4. No same day service:  As alluded to above in #3, the NYS DOH, NYC DOH, and local registrars, will accept applications, but not issue original birth certificates on the same day, even if you elect to physically bring applications to them.

WHAT'S NEXT IN 2020?

1. January 15, 2020 (Wednesday):

  • Law: The “clean” Law of Adoptee Rights will go into effect on this very great day in New York history (1/15/20)!
  • Process: The Department of Health is to be prepared to begin receiving applications and nominal fees to begin processing requests for adult adoptee original birth certificates.
  • Status: As noted above, the NY State DOH released an important update and FAQ! Read and share!  Note that similar New York City original birth certificate application procedures, for adoptions within the five boroughs, are on the way!
  • Joy: Smile New York adoptees and direct line descendants! This is the day we will regain equal citizenship in the Empire State for the first time since 1936! We thank all supporters!!
  • Beyond:  Our work to support adoptee equality will continue!
