We respectfully ask you to support moving forward with a floor vote for Senator Montgomery’s S3419. We also ask you to vote yes for this vital proposal which will, as intended in the legislature, restore unrestricted access to original birth certificates for all adult adoptees.


On May 15th, the Senate Health Committee voted overwhelmingly in favor of “clean” adoption reform in accordance with best practices in adoption. Before that, on April 30th, the Assembly Health Committee also voted overwhelmingly to advance the companion bill (A5494). A 2017 regressive, expensive and unacceptable proposal was, happily, vetoed by Governor Cuomo in December of that year.


Now, it’s time for the New York Senate to bring S3419 to a floor vote. We will restore and honor adoptee human and civil rights by making S3419 / A5494 the law.


Our rapidly growing cause is supported by the Academy of Adoption & Assisted Reproduction Attorneys (AAAA), the American Academy of Pediatrics, the Child Welfare League of America (CWLA) and the North American Council on Adoptable Children (NACAC) just to name a few.

Now, with S3419 / A5494, we can get it right and make it equal.
