Enable Online Document Identity Verification for Google AdSense Creators in Sri Lanka
The Issue
To the YouTube Creator Support Team, Google AdSense Management, and Google Asia Pacific (APAC):
We are writing this petition on behalf of thousands of YouTube creators, digital publishers, and online content producers in Sri Lanka who are currently facing a critical barrier that prevents them from receiving payouts for their hard work.
For over a year, physical Google AdSense PIN mailers have completely failed to reach creators across Sri Lanka. Creators have requested replacement PINs multiple times (up to the maximum limit), verified their physical addresses with local authorities, and confirmed that local postal services are not holding any mailers. Despite following every recommended troubleshooting step, not a single creator in the region has received their physical PIN letter.
The Core Problem:
1. Physical Mailer Failure: Physical AdSense PIN delivery to Sri Lanka appears to be completely disrupted at an international or regional logistical level.
2. Lack of Online Identity Verification: The AdSense PIN Troubleshooter tool and direct document upload verification (NIC / Passport / Driving License) options are currently disabled or unavailable for accounts registered in Sri Lanka.
3. Account Monetization Suspension: Because creators cannot complete address verification within the 4-month deadline, their monetization is being paused, ads are disabled, and hard-earned revenues are indefinitely locked.
When creators contact YouTube Partner Support, they are repeatedly advised to "check with the local post office" or "re-request a PIN." However, given that this issue affects thousands of independent creators across the entire nation, this is clearly a systemic delivery and verification issue rather than individual user error.
Our Requests to Google & YouTube:
1. Enable Online Identity / Address Verification: Allow Sri Lankan creators to verify their AdSense identity and address by uploading official government-issued identity documents (National Identity Card, Passport, or Bank Statements) when physical PIN mailers fail.
2. Temporary Hold Relief: Pause the 4-month address verification deadline for affected Sri Lankan accounts until an alternative verification method is provided.
3. System Audit: Audit the global mail dispatch routes for physical PIN mailers destined for Sri Lanka to identify where the delivery chain is broken.
Thousands of Sri Lankan creators rely on YouTube as a primary or secondary source of livelihood, contributing positively to the global creator economy. We urge YouTube and Google AdSense to address this regional issue immediately and provide a digital solution.
Thank you for your attention and support.
