A Unity Government will perpetuate the corrupt Ruling System, that destroyed Lebanon, looted the Lebanese of their wealth and caused the death and demise of many.

For the sake of future generations and in order to break the vicious circle imposed on innocent Lebanese who have been kidnapped, since the 1975 civil war by warlords and their proxies, who were later "legalized '' and imposed by Taif, 

Today, to change and build a properly governed Lebanon we need, a Salvation Government of truly Independents, of true patriots that are non-affiliated nor colluding with the established corrupt Ruling Kleptocratic System.

We need to uproot the corrupt and replace them with a new breed of Leadership.

This New Leadership which shall set the foundations of the New Lebanon and which is required in the next Salvation Government, needs to gain the Trust of the Lebanese and the International Community, needs to be filtered by believing and acting according to the following Vision and Values and Principles.

This New Leadership, besides having the requisite competencies for the job at hand must be vetted to be truly independent and sign, before being even selected, a  personal declaration and pledge.

STEPS TO INDEPENDENCE

The steps to establishing a Salvation Government and achieving the above is via a package deal solution, sponsored by the International friends of Lebanon as per the Aid Donor Conference of August 9, 2020 , with the assistance of the United Nations and the Arab League.  

However, any ‘Aid for Change’ required, should not compromise any of the above and be conditional upon the following:

1. Disassociation form the regional and international conflicts and resolution of the Arms of Hezbollah and in no way should be done as was done in the precedent experience of the integration of the war militias into the Lebanese Security forces, as was done in Taïf.  
2. Sidelining and/or removal of the existing illegitimate President, Prime Minister and Speaker of the House
3. “Marshal” like socio-economic recovery plan, conditional on all the above, and conditional on non-participation of the Kleptocratic Mafia Corrupt people and usual suspects, in it. 
4. Salvation Government to be granted Decree Powers to : 

• Install proper governance measures of full Transparency and Accountability across all the Government and Public Administration (eg: execute all laws related to beneficiary ownership, subcontract laws and the likes, and the lifting of banking secrecy on all irrespective)
• Enact all laws to enable the Independence of Judiciary
• Plan and execute an equitable and evenly distributed Socio– Economic recovery plan
• Enact and Adopt a modern parliamentary election law that embodies the Vision outlined above
• Manage and prepare for free and fair elections with the assistance and oversight of the United Nations and credible and arms lengths third parties.
• Enact all other laws and undertake all required measures

اليوم ، لتغيير وبناء لبنان محكوم بشكل صحيح ، نحتاج إلى حكومة إنقاذ من مستقلين حقيقيين ، من الوطنيين الحقيقيين غير المنتسبين أو المتواطئين مع النظام الحاكم الفاسد الحاكم.

من أجل الأجيال القادمة ومن أجل كسر الحلقة المفرغة المفروضة على اللبنانيين الأبرياء الذين تم اختطافهم ، منذ الحرب الأهلية عام 1975 من قبل أمراء الحرب ووكلائهم ، الذين تم ''شرعنتهم'' لاحقًا وفرضها من قبل الطائف  1989 

بحاجة إلى اقتلاع الفاسدين واستبدالهم بنوع جديد من القيادة يهدف إلى بناء لبنان الجديد ، على أساس الرؤية  التالية   

يجب غربلة هذه القيادة الجديدة المطلوبة في حكومة الإنقاذ القادمة. وهي بحاجة إلى كسب ثقة اللبنانيين والمجتمع الدولي ، وعليها أن تؤمن وتتصرف وفق الرؤية والقيم والمبادئ التالية

هذه القيادة الجديدة ، يجب بالطبع امتلاكها الكفاءات المطلوبة للوظيفة المطروحة ،  يجب امتحانها لتكون مستقلة حقًا و ان توقع ، قبل أن يتم اختيارها ، على (1) تصريح شخصي و (2) تعهد شخصي وأن تلتزم و تكون مسؤولة  عن الانحراف أو عدم الامتثال

خطوات للوصول إلى الاستقلال

إن خطوات تشكيل حكومة الإنقاذ وتحقيق ما ورد أعلاه تتم من خلال مشروع شامل ، برعاية أصدقاء لبنان الدوليين ، بمساعدة الأمم المتحدة وجامعة الدول العربية.

ومع ذلك ، فإن أي "مساعدة من أجل التغيير" مطلوبة ، يجب ألا تخل بأي مما سبق وأن تكون مشروطة بما يلي

1. النأي بالنفس عن النزاعات الإقليمية والدولية وحل مسالة سلاح حزب الله ولا يجب بأي حال من الأحوال أن يتم ذلك كما حدث في التجربة السابقة دمج مليشيات الحرب في قوات الأمن اللبنانية كما حدث حسب الطائف
2. تهميش و / أو عزل الرئيس الحالي ورئيس الوزراء ورئيس مجلس النواب الفاقدين الشرعية 
3.  خطة "المارشال" للبنان للنهوض اجتماعية واقتصادية ، مشروطة بكل ما سبق ، ومشروطة بعدم مشاركة المافيا الفاسدة والمافيا والمشتبه بهم المتعاقدين معهم.
    
4. تمنح حكومة الإنقاذ بالصلاحيات الاشتراعية التالية:

• وضع تدابير وصون القوانين الحوكمة السليمة تتسم بالشفافية الكاملة والمساءلة عبر جميع الإدارات الحكومية والعامة (على سبيل المثال: تنفيذ جميع القوانين المتعلقة بملكية المستفيدين وقوانين العقود من الباطن وما شابه ذلك ، ورفع السرية المصرفية عن الجميع بلا استثناء)
• سن جميع القوانين التي تمكّن من استقلالية القضاء
• تخطيط وتنفيذ خطة النهوض الاقتصادية والاجتماعية بعدالة ومساواة على جميع الأراضي اللبنانية
• سن و اعتماد قانون انتخابات نيابية حديث يجسد الرؤية الموضحة أعلاه
• الإعداد و إدارة لانتخابات حرة ونزيهة بمساعدة ورقابة الأمم المتحدة و وأطراف ثالثة ذات مصداقية.
• سن جميع القوانين الأخرى واتخاذ كافة الإجراءات اللازمة
