Item 3 on Thursday's Natural and Cultural Resources Agenda: Review District Policy to Protect Endangered Species at Risk of Predation by Free-Roaming Cats.  The meeting will start at 12:30pm Pacific.  That same link describes the specific protocols to follow to submit comments, but I will also put them here:

Public comments may be submitted in one of three ways:

1.  Via email to the Recording Secretary at naturalcultural@ebparks.org.  Email must contain the subject line "Public Comments - agenda item 3."  Emails must be submitted before 4pm Pacific on Wednesday 24 February.

2.  Via voicemail at 510-544-2321.  The caller must start the message by stating "Public Comments - agenda item 3, followed by their name and place of residence, followed by their comments.  (Deadline not mentioned, but I would assume 4pm Pacific on Wednesday, same as emails.)  EDIT:  EBRPD updated their website and confirmed that voicemail comments must be received by 4pm Pacific on Wednesday, 24 February.

3.  Live via zoom.  If you would like to make a live public comment during the meeting this option is available through the virtual meeting platform: https://ebparks.zoom.us/j/95576717874

They also say the following, "If you do not intend to make a public comment, please use the YouTube link at https://youtu.be/kJnOqB8569o to observe the meeting. It is preferred that those requesting to speak during the meeting contact the Natural and Cultural Resources Committee Recording Secretary by 4:00 p.m. Wednesday, February 24, 2021 via email at naturalcultural@ebparks.org or voicemail (510) 544-2321 to provide name and the subject of the public comment or item to be addressed."
