Tamil Nadu sets up their SAWB. Why hasn’t Karnataka ?

We need to set up similar SAWBs in all states or the Prevention of Cruelty Act will not be implemented in any sense of impact. 

Why are states and departments taking so long?

Why isn’t AWBI driving this more rigorously ?
