Dog owners to be accountable for attacks on other dogs, not just people.

Dog owners to be accountable for attacks on other dogs, not just people.
The Issue
On Sunday the 16th of July when out walking my Daschund. He was approached by a Grey Bull Mastiff on a lead, but the owner could not control it, instead he got pulled to the ground and remained on the floor whilst it clamped down on my dog and started throwing it around due to the size difference. There were CCTV cameras and witnesses. The owner got up and walked off without checking or saying a word. Could have been bleeding out and dying and had no remorse.
Luckily my dog was fine, £200 down at the emergency vets.
The police eventually came on Friday 21st, to basically tell me all they can do is check if there will be a safeguarding issue if the owner has kids at home. I can't do anything from a civil side, as I don't know his name or address.
The law allows owners like that to walk the streets whilst their dogs attack or even kill another dog. Whilst reaching out to others via a social media community group, others have witnessed their beloved pets be killed or severely hurt. The law will not protect them in these instances.
I ask for a change in the law, if a dog is a danger to either adults, children or other dogs, then the owner should be held accountable and it should be a police matter. The dog should be under the control of the owner and be their responsibility.
Please sign this position to change and give rights to everyone who has been through a similar experience.
