Every time Lyons talks about his plans for I.C.E. it is always cruel and dehumanizing. He has numerous lawsuits filed against him relating to I.C.E. He should not have a job with a budget of $4.4 billion dollars and 8600 employees to cause more harm to our communities. Lyons actions show how little he thinks of the laws we abide and rely on to protect our freedoms and our rights. Lyons uses fear tactics, dog whistles, propaganda, and breaks laws.
His plans consistently are cruel, aggressive, inhumane, and illegal. Lyons refers to people as criminal illegal aliens instead of undocumented noncitizens. Not knowing or caring about their citizenship status. Lyons policies and the people sent out to kidnap victims, perpetuate his lies, propaganda, dog whistles that are cruel, dehumanizing, aggressive, thoughtless, and callous. Fact check everything he says. The press statements are filled with lies and propaganda that intentionally causes division between some people that will take everything he says as fact.
I.C.E. in 2025, 14 reported deaths. I.C.E. led by acting Todd Lyons is not following the law and not being held accountable for their raids, even when victims say they are a U.S. citizen. We do not need more brutality in a department that is the cause for so many deaths and disappeared people.

There are hundreds of people being held in CECOT because of the president, administration, and lawyers that have lied in court to the judges, people held in other countries, taken to different states, more than once, trying to disappear all of their mistakes made by not using due process rights of the people they have kidnapped. U.S. immigration law is based on the following principles: the reunification of families, admitting immigrants with skills that are valuable to the U.S. economy, humanitarian protections, and promoting diversity.
This fact sheet provides basic information about how the U.S. legal immigration system is designed and functions. The law governing U.S. immigration policy is called the Immigration and Nationality Act (INA). The INA allows the United States to grant up to 675,000 permanent immigrant visas each year across various visa categories. On top of those 675,000 visas, the INA sets no limit on the annual admission of U.S. citizens’ spouses, parents, and children under the age of 21. In addition, each year the president is required to consult with Congress and set an annual number of refugees to be admitted to the United States through the U.S.
Refugee Admissions Program. Finally, humanitarian protections such as asylum, Temporary Protected Status, and other programs which may permit someone to reside in the United States legally do not have numerical caps, but do have other restrictions.
Once a person is granted an immigrant visa or receives certain other eligible protections, such as asylum or refugee status, they can apply to become a lawful permanent resident (LPR). Individuals arriving on immigrant visas become LPRs when they arrive in the United States.
After residing in the United States for five years (or three years in some circumstances), LPRs are eligible to apply for U.S. citizenship. There is no requirement that an LPR apply for citizenship. LPRs are eligible to apply for nearly all jobs (i.e., jobs not legitimately restricted to U.S. citizens) and are permitted to remain in the country permanently, while still remaining subject to immigration laws.
Each year the United States also admits a variety of noncitizens on a temporary basis. At that hearing, the Department of Homeland Security (“DHS”) unilaterally moved to dismiss Dylan’s proceedings, even though the proceedings would have addressed his pending application for asylum. U.S. immigration law is based on the following principles: the reunification of families, admitting immigrants with skills that are valuable to the U.S. economy, humanitarian protections, and promoting diversity.
This fact sheet provides basic information about how the U.S. legal immigration system is designed and functions. The law governing U.S. immigration policy is called the Immigration and Nationality Act (INA). The INA allows the United States to grant up to 675,000 permanent immigrant visas each year across various visa categories. On top of those 675,000 visas, the INA sets no limit on the annual admission of U.S. citizens’ spouses, parents, and children under the age of 21. In addition, each year the president is required to consult with Congress and set an annual number of refugees to be admitted to the United States through the U.S.
Refugee Admissions Program. Finally, humanitarian protections such as asylum, Temporary Protected Status, and other programs which may permit someone to reside in the United States legally do not have numerical caps, but do have other restrictions.
Once a person is granted an immigrant visa or receives certain other eligible protections, such as asylum or refugee status, they can apply to become a lawful permanent resident (LPR). Individuals arriving on immigrant visas become LPRs when they arrive in the United States.
After residing in the United States for five years (or three years in some circumstances), LPRs are eligible to apply for U.S. citizenship. There is no requirement that an LPR apply for citizenship. LPRs are eligible to apply for nearly all jobs (i.e., jobs not legitimately restricted to U.S. citizens) and are permitted to remain in the country permanently, while still remaining subject to immigration laws.
Each year the United States also admits a variety of noncitizens on a temporary basis. A lawsuit against Lyons, Homan, Noem, et al because they removed in late March 2025, hundreds – if not thousands – of students and recent graduates with F-1 visas have had their Student Exchange and Visitor Information System (“SEVIS”) and records abruptly terminated, effectively stripping them of their F-1 status.

“Dylan Lopez Contreras is a twenty-year-old high school student in the Bronx, New York, from Venezuela, who has health issues. He works part-time and helps his Mom with his siblings. On May 21, 2025, Dylan appeared without a lawyer for a routine appearance in Immigration Court in New York City. At that hearing, the Department of Homeland Security (“DHS”) unilaterally moved to dismiss Dylan’s proceedings, even though the proceedings would have addressed his pending application for asylum. The Immigration Judge dismissed Dylan’s proceedings. Dylan and his mother left the courtroom and entered an elevator to leave the courthouse. Two unfamiliar men in plainclothes followed them into the elevator. When the elevator reached the lobby, the men revealed themselves to be Immigration and Customs Enforcement (“ICE”) agents. They handcuffed Dylan, refused to show his mother a warrant, and threatened her with arrest if she tried to record her son’s arrest. Dylan’s mother pled with the officers that Dylan was young, ill, and applying for SIJS, but the officers ignored her pleas.”

Please support this petition by signing it. We do not need Todd Lyons as the Director of I.C.E. as someone that supports cruelty and propaganda, with a $4.4 billion budget and 8600 employees.

This adds up to untold, unnecessary human suffering, on going trauma, profiteering and lawlessness, dearly paid for by each person that has been illegally removed, by I.C.E, Todd Lyons, Tom Homan, DHS, Kristi Noem et al.
