Duncan Fowler will be coming home after completing his military duty but he won't be going to HIS home in Decatur Georgia.  His home has been taken over by squatters even though he used a management company to maintain the property. Squatters' Rights is an archaic law on the books allowing complete strangers to move into your property and reside there free of charge if you aren't there on a regular basis.  You can't make them leave without spending months on an expensive eviction process.  Meanwhile, they can destroy your house and steal your things.  You cannot enter the premises to secure your property or personal belongings either. Squatters' Rights had their place in history as a way for properties to be kept up while owners were absent or disappeared.  We no longer have a need for these laws as there are management companies that can now be hired to care for vacant properties to keep them from falling into disrepair. We also have  property tax appraisers and city ordinance departments that can flag properties quickly that do become abandoned.  There's simply no need for Squatters' Rights in the 21st century.
