Stop State-Facilitated Abuse in Ireland
I’m Rachael Quinn — a disabled British-Irish mother in County Tipperary. Since 2018, my children and I have suffered state-facilitated abuse, linked to sitting TD Michael Lowry, whose history of misconduct is well documented. We’ve faced:

 

Tampered court and state records, Interference with Judicial Outcomes
Interference with critical life saving cancer surgeries
Systemic state service denial linked through my PPS number

The Irish State met me with silence.  The UK and EU helped.  My European level petitions /applications await hearing, but Ireland offers no path to justice.

This petition is part of a growing international human rights campaign, which includes:

An active application before the European Court of Human Rights (ECHR)
Six petitions submitted to the European Parliament, currently awaiting hearing
A formal submission to the United Nations Office of the High Commissioner for Human Rights (OHCHR)
We are calling for justice, accountability, and the enactment of the constitution.

On 25 March 2025, Lowry made a two-fingered salute in the Oireachtas — showing blatant contempt for victims and democratic institutions.

This is bigger than me. It’s about every woman, child, disabled person, and abuse survivor left unprotected while those in power remain untouchable.

I’m a disabled British-Irish mother, businesswoman, and survivor living in County Tipperary. I’ve dedicated my life to advocating for justice, accountability, and the protection of human rights — not just for myself and my children, but for anyone failed by the systems meant to protect them.

Professionally, I work in strategy and mediation, training, and mentoring helping bridge the gap between plans and action — but my personal fight for survival and justice has become my most urgent mission. I’ve submitted six petitions and applications to Europe, and I continue to speak out because no one should suffer in silence.  I will get louder and louder until heard.  A mother's duty is to protect her children.
