

PETITION FOR MANDATORY STUDENT DRIVER SAFETY TRAINING: Securing Central Florida’s Sidewalks, Trails, and Roadways

The Issue: An Escalation of Reckless Digital-Age Traffic Behavior
As a long-time resident, dedicated runner, and frequent cyclist utilizing Central Florida’s public infrastructure, I submit this petition to address an alarming and pervasive public safety hazard: the reckless, unhelmeted, and dangerous operation of mopeds and e-bikes by students traveling to and from Orange County schools.
This escalating issue has transformed community sidewalks and designated bicycle paths—intended as safe spaces for outdoor activity—into hazardous zones, posing a serious threat to vulnerable users, including pedestrians, runners, dog walkers, and non-motorized cyclists. This trend demands immediate and systemic intervention before an inevitable, tragic accident occurs.
The Specific Risks to Public Safety
The behavior currently observed poses a dual threat to both the students involved and the general public:
1. The Invasion of Shared-Use Paths
Students are routinely operating these motorized or power-assisted vehicles at speeds inappropriate for shared-use paths, creating dangerous passing scenarios and near-miss collisions. By treating pedestrian sidewalks and recreational trails as high-speed thoroughfares, students are violating the foundational principles of safe coexistence and making these spaces inaccessible and frightening for other community members.
2. Flagrant Non-Compliance and Roadway Danger
Compounding the hazard is the widespread disregard for basic traffic safety principles and legal requirements:
• Absence of Personal Protective Gear: A significant majority of student drivers habitually operate mopeds and e-bikes without mandatory helmets, placing them at extreme risk of catastrophic injury during any accident.
• Reckless Operation: These drivers are frequently observed weaving dangerously between roadway traffic and maneuvering recklessly through busy school parking lots and drop-off zones, creating high-risk situations for full-sized vehicle operators who cannot anticipate their erratic movements.
The Proposed Solution: Mandatory Safety Education and Certification
To proactively address this crisis and establish a culture of safety and accountability, I strongly urge the Orange County Board of Commissioners to partner with the Orange County School System to immediately develop and implement a Mandatory Moped and E-Bike Driver Safety Program.
This program must be a mandatory prerequisite for all students seeking authorization to operate a moped or e-bike to or from any Orange County School property.
Key Requirements of the Program:
1. Mandatory Curriculum: The curriculum must cover state and local traffic laws pertaining to motorized two-wheeled vehicles, helmet requirements, right-of-way rules on sidewalks and roadways, and the specific dangers of recreational path misuse.
2. Required Parent/Guardian Participation: To ensure proper supervision and legal compliance, the program must require the attendance and successful completion of a component designed for parents/guardians, underscoring their supervisory responsibilities.
3. Certification of Completion: A student must pass the program and receive formal authorization before being permitted to operate a moped or e-bike on school-associated routes.

The current level of reckless driving among student moped and e-bike operators represents a genuine and unacceptable public safety liability for Orange County. We have a shared responsibility to ensure that our community spaces—our sidewalks, roads, and bike trails—are safe for every resident.
We must act proactively now to address this dangerous trend through education and mandatory compliance, rather than waiting until a serious injury or fatality forces a reactive response.
