VISTAS PÚBLICAS EN TORNO A LA DECLARACIÓN DE IMPACTO AMBIENTAL (DIA) DE “ESENCIA”

La Oficina de Gerencia de Permisos (OGPe) de Puerto Rico emitió el aviso público sobre la presentación de la Declaración de Impacto Ambiental (DIA) de “Esencia” y la vista pública en torno al documento. El número de caso es 2024-579429-REA-300560.
La vista pública se celebrará los días 6 y 7 de marzo de 2025 a las 10 de la mañana en el Salón de Vistas de la Asamblea, en la Casa Alcaldía de Cabo Rojo, ubicada en la 49 Calle Betances de dicho municipio.
Aunque el aviso se hizo público en la prensa el 4 de febrero de 2025, tiene fecha del 21 de enero de 2025. Por eso, los treinta (30) días calendario que la OGPe da como límite para enviar comentarios (ver instrucciones a continuación) se cumplen el 20 de febrero.
Te convocamos a tomar las siguientes acciones:
- Estudia la DIA y prepara tus comentarios y recomendaciones sobre cualquier aspecto (o varios) del megaproyecto. Son dos tomos, pero no te desanimes por la longitud, pues hay muchos anejos. ¡Quieren que nos cansemos y no lo conseguirán!

2. Escribe tus comentarios y recomendaciones sobre “Esencia” aun si no puedes leer la DIA en su totalidad.
3. Envía tus comentarios y recomendaciones en o antes del 20 de febrero por correo electrónico a: notificaciones_ogpe@ddec.pr.gov. Siempre incluye el número de caso: 2024-579429-REA-300560.

6. Si puedes estar presencialmente en Cabo Rojo, acude los días 6 y 7 de marzo de 2025 a la Casa Alcaldía (49 Calle Betances) a las 10 am para participar en las vistas públicas con tus comentarios.
7. Participa en las movilizaciones y manifestaciones ciudadanas que convocaremos durante esos dos días. ¡Pendientes a nuestras redes!
8. Exige en redes, en tus comentarios escritos y en todos los foros que tengas al alcance que la OGPe convoque más días de vistas públicas. La magnitud de la ciudad que pretenden construir para la clase millonaria en 1,549 cuerdas de alto valor ecológico y arqueológico en Cabo Rojo requiere igual magnitud de análisis, participación y discusión ciudadana.
9. Divulga esta información en todas partes y entre todos tus contactos.
10. Habla sobre este caso todos los días, todas las semanas, todo el tiempo. Cuando te canses y te agobies, haz una pausa, respira profundo, ve a la playa ¡y retoma la campaña! ¡No nos quitamos! ¡No pasarán!
Haremos valer lo que el aviso público de la OGPe señala con razón y debe ser el norte de cualquier democracia: “se convoca e invita al público en general, entidades gubernamentales y/o partes interesadas, a comparecer y participar a la vista pública, asegurando acceso al público general y la efectiva participación de la ciudadanía.”

OJO, el aviso público indica que: “El Reglamento Conjunto faculta al Oficial Examinador a imponer una multa de $500.00 a toda persona que observe una conducta irrespetuosa durante la vista, o que intencionalmente interrumpa o dilate los procedimientos sin causa justificada.”

PUBLIC HEARINGS CONCERNING THE ENVIRONMENTAL IMPACT DECLARATION (DIA, in Spanish) OF ESENCIA

Comrades, the moment has arrived!
The Puerto Rico Permits Management Office (OGPe, in Spanish) published a public notice about the presentation of the Environmental Impact Declaration (DIA, in Spanish) for “Esencia” and the public hearings about this document. The case number is 2024-579429-REA-300560.
The public hearings will take place on March 6-7, 2025 at 10am in the Assembly Hearings Hall of the Cabo Rojo City Hall, located in 49 Betances Street.
Even though the notice was made public in the press on February 4, 2025, it is dated January 21, 2025. For this reason, the thirty (30) day deadline by OGPe for public comments (instructions below) is February 20, 2025.
We ask you to take the following actions:
1. Spend time with the DIA and prepare your comments and recommendations about any aspect(s) of the megaproject. There are two volumes, but do not be discouraged by its length (there are many addendums). They want us worn out, but we will not give up!

The magnitude of the city they are planning to build for the millionaire class (1,549 acres of high ecological and archeological value in Cabo Rojo) require extensive analysis, participation, and discussion by the citizenry.

10. Speak about this every day, every week, all the time. When you feel tired and overwhelmed, take a moment to breathe deeply (maybe go to the beach) and, when ready, return to the fight! We will not quit! They will not beat us!
We will uphold what the OGPe public hearing notice states, and which should be the goal of any democracy: “we call upon and invite the general public, government agencies, and/or interested parties, to convene and participate in the public hearing, ensuring access to the general public and the effective participation of the citizenry.”
