Of late ECHS has introduced a rule that the parents of an ex- Service Personnel need to provide certificate or proof of their income to be considered as dependent. 

I strongly feel that the parents of a defense personnel should be eligible for at least ECHS and Canteen facilities, irrespective of their financial status since they have contributed their child (own blood) for the service of the Nation when they could have simply refused to let them be sacrificed for a bigger cause.

A parents contribution is much more significant then the Service Personnel itself (just think of the loss they have to face if a defense personnel dies serving the nation --which is a very normal thing in today's state of affairs) 

Thus, a small token of appreciation from the Govt in the form of ECHS and Canteen facilities irrespective of their financial status is the minimum we could do for them at their late stages of life.
