William Kelvin Fox "Bill" has a long and disturbing history of violence against women and children (google his name), and he poses a significant threat not only to his victims but to society as a whole. Over the years, Bill has repeatedly engaged in violent acts, including the brutal assault on his ex Colleen and her children, my mother Patricia, my younger brother Justin and I. In an appalling act in April 1992, he also shot Barbara "Basia" Hellwich 3 times in the head and chest attempting to end her life.

Bill's actions do not stop there. William Kelvin Fox was charged with kidnapping Colleen King and her 3 children, unlawful weapon possession, and aggravated sexual assault in Coffs Harbour in February 1992. Despite these heinous acts, he served minimal time between 2024 and 2025 in Lithgow NSW after a short hearing at the downing centre in Sydney. He was then transferred backed to Brisbane and is currently housed in BCC at Wacol.

In August 1996, his violence escalated, culminating in the tragic murder of my mother Patricia. He horrifically shot Julie in the shoulder, Julie was only 17 at the time, and Bill is marked "a serious violent offender" flagged in the justice system accordingly. 

Bill attempted to shoot me, then he drove 10kms away from my house where John Horrex became another victim when William targeted him shooting John through a closed window. William Kelvin Fox’s repeated violence and blatant disregard for human life showcases the genuine threat he poses if released. 

Allowing him parole would not only be a miscarriage of justice but would endanger countless innocent lives. His release would send a chilling message to victims of violence that their suffering is secondary to the leniency granted to violent offenders And his victims would go into hiding further affecting their lives.

Summary of Key Points;
Bill’s Criminal History and Violence:
Bill engaged in repeated violent acts, including assaulting Colleen, and her children, his ex wife Patricia, his son Justin, myself (hit me over the back of the head with a shovel) and also shooting Basia (1992) attempting to Kill her.
Bill was charged with kidnapping Coleen and her 3 kids, weapon possession, and aggravated sexual assault in Coffs Harbour (1992), serving minimal time.
Bill Murdered my mother Patricia (1996), shot Julie, who was 17 years old, and he attempted to kill me, shooting at me, missing me by inches, and then he shot John Horrex, causing all of us lifelong physical and psychological harm.

Lack of Remorse and Accountability:
Bill's never admitted guilt or apologized to his victims, including for the murder of Patricia or the shooting of Basia and Julie.

Bill's manipulated others, including me, to take blame (e.g., asked me to claim responsibility for Basia’s shooting ).
Bill's fabricated stories to deflect blame, such as claiming he chased a car after hearing gunshots during my mothers murder and then he ran away from Police for 6 months.

During his trial for murder, and 3 x Attempted murders, the Judge and Jury attended the murder scene (my home back then at Glenwood some 2.5hrs north of Brisbane) to get a direct feel and insight into the whole thing directly, rather than remotely from a court in Brisbane during the lengthy 6 week trial. That is not common in itself, but the judge wanted to make sure they got this right. 

The Police search using a helicopter etc cost over a million dollars in 1996. The whole case would be atleast 2 million dollars, for what ?

Impact on Victims:

Our mother's death left myself (19), Justin (16), Billy (26) and Daniel (14) without our mother, impacting our lives and our children’s lives.
Julie, then aged 17, suffered severe injuries, chronic health issues, and psychological (PTSD) and emotional trauma being recurring nightmares and flashbacks,.

Julie cannot attend court as a witness, as Julie has had multiple breakdowns in the past, including hospitalisation from such attacks. Julie's shoulder has 17 fractures from the shotgun blast, and is now fused at 30 degrees, limiting her use and movement. Julie is 46 turning 47 in November. (see Attached Xray).
I am now 48, and I suffer from PTSD with a destroyed career and relationships.

Manipulative Behavior and Family Complicity:
Bill’s family (e.g., mother Wilma, sister Sally) supported his narrative, distributing defamatory flyers and attempting to manipulate my mother Patricia’s estate with a fake will (fraud). 

Bill’s manipulative tendencies include threatening police, jurors, and witnesses, and monitoring victims’ lives, even from Gaol using others to obtain information.

Risk of Reoffending:
Bill’s history of violence, threats, and lack of remorse suggests a high risk of reoffending if released, even after all of this time, as he really has "nothing to lose".
At 75, institutionalized and without genuine rehabilitation, reintegration into society is unlikely.
We feel that Bill seeks retribution and revenge, posing a danger to the public. 

Bill offended after a short time for other unrelated matters, and;
1. Kidnapped Colleen and her kids Feb 1992, then, 
2. Shot Basia after listening at the caravan window about her assaulting Julius, his son with an iron cord. Coleen was in the toilet and ran away.
3. Bill then went on the run for 2.5 years (April 1992 to Sept 1995), and has not accepted guilt, or taken responsibility or show remorse to Basia, then, 
4. After having his bail revoked, Bill shot Patricia, shot Julie, shot at me and shot John horrex through a closed window, after Bill left our house and drove 10kms to John's house. 
It shows that he didn't even "cool" down, but just kept going on his rampage, so then ran away in the bush "again", after having a cup of tea with his friend Graham the mechanic, Bill was then on the run for 6 months before Police arrested him at his sister Sally Cronks husband Andrew Cronks mother Jan Cronks house at Mt Glorious. 

Maryborough detectives were told where he was hiding, and yet, for 6 months, not one Police officer went there.

Why ?

Bill was raped by 3 men when he was 18 In gaol because he was "informing" on others bringing drugs into the gaol. He made the mistake of telling a prison officer, that was involved. 

Why was he allowed to commit crimes with no repercussion, because he fed information about drug dealers to the same Police that didn't go after him! He was right there, under their noses.

Bill had previously assaulted his younger brother Leon, tying his brother up at gun point to get information on Colleen's whereabouts. Bill was never charged because his father stopped anyone going to Police.

Bill had previously used a car and smashed his brother Kenny's legs, because of a family dispute after Bill was in gaol in the early 80s for non related offences. He was never charged because his mother and father stopped it.

Bill had assaulted Joanne, Billy's ex, kicking her in the groin when there was a family dispute in 1989. She had a miscarriage. She was too scared to complain to Police also.

• It goes to show that Bill has zero care for the law, zero care for taking responsibility and ownership for his actions, and isn't afraid to commit crimes, then hide out for however long he can to evade Police and the consequences of his actions. 
•  It also demonstrates that even 30+ years later he hasn't owned up to shooting Basia, or shown any remorse at all. 
• It also demonstrates after nearly 30 years he has shown absolutely no empathy, compassion or remorse for what he did to us. In fact, he "blames" us for putting him there (his words). 
• This should be the number one concern for anyone reviewing his sentence and or parole. He has 2 life sentences. Not 1. It should go to the weight of denying his application.
• Qld Police couldn't find him in 1992 for 2 and a half years, 
• Qld Police couldn't find him for 6 months in 1996. 
• So how do you expect the community to be safe?
• The Police are scared of him. Maryborough Police wouldn't arrest him in Mt Glorious, Brisbane Police eventually went there, because they had to do something. Why'd it take 2.5 years ? 6 months the second time ? WHY??? Ask yourself. 
• Why was he given bail, and bailed again ? Which led to the murder and attempted murder of 3 others ? Ask yourself is this a man that should be in society walking amongst you ? Will the Police stop him and protect the public ? History is evident of the answer to that question!
• He did appeal to the high court, but we weren't given the oppurtunity to speak up, and his sentencing remarks from the Supreme Court, of "not to be released into society until no longer considered a threat" were altered "to give him some hope"!

What hope ? A judge made that remark for a reason ! Why was it changed ? Who paid ? And how much influence did they have?

What hope did we have as teenagers ?

What hope did my mother have, having her face blown off with a shotgun, and me holding her body. While she took her last breath ! For what?

Yes I'm angry, the Qld government, QLD Police and courts all failed us.

My mother as well lost her life, for what ? Because his family have contacts in the system.... how sad!

Reliving this every birthday, every anniversary of the event..  Long after we pass, this will haunt us and our family.

Not even an ankle bracelet would stop him. You can block them with alfoil or a 3/4g handheld blocker. Or just let the battery run flat. What then ? 

 

Bill will be 75 in November, what has he got to loose ? Nothing! 28 years of pent up anger for his victims..... 

• Parole Opposition:
  The parole board is urged to deny Bill’s parole due to his unrepentant nature, history of escalating violence, and the irreparable damage caused with not the slightest care or consideration for the public or his victims. 
  Everytime Bill applies for parole, we are harassed. 
   
  We assert that there is no guarantee Bill won’t reoffend, citing his unchanged behavior and psychopathic tendencies, he certainly is a danger to the public whilst he still breathes.

We are calling on the Qld parole board to recognize the severity of William Kelvin Fox’s actions over a long period of time, and the danger he represents. By denying him parole, you are not only delivering justice for past victims but also protecting potential future victims from his uncontrollable violence. 

Stand with us in preventing William Kelvin Fox from having the opportunity to harm anyone else.
