1. Federal and Province Governments should allocate 1% of their development budget every year to genuinely  support talented and creative Nepalese who do research, innovation and inventions and put it to the "Research, Innovation and Innovation Fund". May all the talented children of Nepal be helped with necessary research, renovation and invention from this fund. If the amount collected in this fund is not spent in the same year, arrangements should be made to spend in the coming years as well.

१. अनुसन्धान, नबप्रबर्तन र आविष्कार गर्ने प्रतिभाशाली र सृजनशील नेपालीहरुलाई अनुसन्धान गर्ने काममा ठोस सहायोग गर्न हरेक बर्षसंघीय र प्रदेश सरकारले आफ्नो बिकास बजेटको १ प्रतिशत रकम छुट्याइयोस र "अनुसन्धान, नबप्रबर्तन र आविष्कार कोष" माराखियोस् । सो कोष बाट नेपालका सम्पूर्ण प्रतिभाशाली सन्ततिहरु लाई आबश्यक अनुसन्धान, नबप्रबर्तन र आविष्कार गर्न सहयोगगरियोस । सो कोषमा जम्मा भएको रकम सोहि बर्ष खर्च नभएमा आगामी बर्षहरुमा पनि खर्च गर्न पाउने ब्यबस्था गरियोस ।

2. To provide the money of this fund easily to talented and innovative thinking Nepalese in time, the Parliament should create a separate "Research, Innovation and Innovation Promotion, Operation and Purchase Act" and as per the necessity, the policy should be made to put the research work in a multi-year program.

२. सो कोषको रकम सहज तरिकाले समयमा नै प्रतिभाशाली र नविनतम सोच भएका नेपालीहरुलाई उपलब्ध गराउन संसदले नेपालसरकारको सार्बजनिक खरिद ऐन भन्दा छुट्टै "अनुसन्धान, नबप्रबर्तन र आविष्कार प्रबर्धन, सन्चालन तथा खरिद ऐन" बनाइयोस रआबश्यकता अनुसार अनुसन्धानको कामलाई बहुबर्षीय कार्यक्रममा राख्न मिल्ने गरि नीति नियम बनाईयोस ।

3.  Nepalese who want to become new-entrepreneurs by producing research, innovation and successfully tested items should be provided with permission, licence, grants and easy loans required to start an enterprise and make a policy to help market indigenous products. To make this work easy and to make the necessary policy rules, "New Entrepreneur Development Committee" should be formed and that committee should ask the government to take necessary steps.

३. अनुसन्धान, नबप्रबर्तन र आविष्कार गरेर बनेका र सफलतापुर्बक परीक्षण गरिएका चिजहरु लाई उत्पादन गरि नब-उद्यमी बन्न चाहनेनेपालीहरुलाई उद्यम सुरु गर्नको लागि चाहिने अनुमति, लाइसेन्स, अनुदान र सहज ऋण उपलब्ध गराइयोस र स्वदेशी उत्पादनलाइबजारिकरण गर्न ठोस सहयोग गर्ने नीति नियम बनाइयोस । सो कामलाई सहज बनाउन र आबश्यक अनुसारको नीति नियम बनाउनकोलागी "नब उद्यमी प्रबर्धन समिति" बनाइयोस र सो समितिले सरकारलाई आबश्यक कदम चाल्न अनुरोध गर्ने ब्यबस्था गरियोस ।

4.  "Applied Research and Innovation Department" should be opened under the Ministry of Science to promote applied research with high priority in private research centers, non-profit research centers and universities. This department should be given the responsibility of not allowing the talents of the country to drain abroad and the talents who have migrated abroad to bring back home and create a concrete environment to take advantage of them.

४. प्राइभेट अनुसन्धान केन्द्र, मुनाफा वितरण नगर्ने अनुसन्धान केन्द्र र बिश्वबिद्यालयहरुमा व्याबहारिक अनुसंधानलाई उच्चप्राथमिकताका साथ प्रोत्साहन गर्न र प्रबर्धन गर्नको लागी बिज्ञान मन्त्रालय अन्तर्गत "व्याबहारिक अनुसन्धान र नबप्रबर्तन बिभाग" खोलियोस । सो विभागलाई देशका प्रतिभाहरुलाई विदेश पलायन हुन नदिन र विदेश पलायन भैसकेका प्रतिभाहरुलाई के कसरी र कुनरुपमा हुन्छ स्वदेशमा फिर्ता ल्याउन र उनीहरु बाट फाइदा लिनको लागि चाल्नु पर्ने ठोस बाताबरण तयार गर्ने पूर्ण अधिकार सहितजिम्मा दिइयोस ।

5. Create research and innovation fund and research friendly easy law and regulation.

6. Simplify bureaucratic  process with Civic centered design and encourage the startups providing dedicated support program.
