Across the state, many citizens have expressed concern about the implementation of Section 39A of the Goa Town and Country Planning Act — particularly in relation to land-use changes, environmental safeguards, and transparency in decision-making.

This petition is not against development.

Goa needs growth.
Goa needs opportunity.
Goa needs jobs.

But development must be transparent, accountable, and rooted in the long-term interests of Goans.

When decisions affect agricultural land, green zones, village spaces, and community environments, the people deserve clarity.

Therefore, we, the undersigned citizens of Goa, respectfully call for:
 1. A full public White Paper detailing all approvals and land-use changes granted under Section 39A.
 2. An independent and time-bound review of its implementation to ensure due process, ecological safeguards, and fairness.
 3. A structured public consultation mechanism for future land-use decisions of significant impact.

If Section 39A is working in the interest of Goa, transparency will only strengthen public confidence.

If improvements are needed, let them be made through open debate in the Assembly and with citizen participation.

Development must never come at the cost of public trust.

Goa deserves planning laws that are sustainable, accountable, and aligned with the will of its people.
