The Issue

🆕 UPDATE: JULY 2025

Since launching this petition, many of our concerns have proven true — and the situation has only worsened.

✅ After weeks of uncertainty and community pressure, the classified staff were offered their jobs back. This is a huge win for those who spoke up, pushed back, and refused to accept silence as strategy.

But that doesn’t mean the problem is fixed.

🚨 We’ve now lost three key administrators in a single school year —

Our elementary principal Jennifer Eubanks.
Our Special Education Director Trinity Keeble.
And now Krissy McKeown, our middle school principal.

These departures are not accidents. They are not routine or “normal”. And they aren’t about retirement or relocation.
They’re the direct result of poor leadership, instability, and a board that refuses to hold Superintendent Melissa Conley accountable.

Krissy asked for a two-year contract. She was given an “inconclusive decision” (or a slap in the face). And now she’s gone — leaving yet another vacancy for our small district to fill while our children and staff pay the price.

This is exactly why this petition exists.

And now, more than ever, we need your signature.

Our goal is 600 signatures — and we are not there yet.

Our district deserves better. Let’s keep the pressure on.

TO DATE: THE BOARD HAS FAILED TO EVEN ACKNOWLEDGE THE VOTE OF NO CONFIDENCE SUBMITTED BY THE PVTA AND THE CSEA.

I am writing this petition out of deep concern for the staff at our schools and more importantly, our students and children whose education is being directly affected by Superintendent Melissa Conley.

We, the undersigned, are calling for the immediate resignation of Melissa Conley, Superintendent of the Penn Valley Union Elementary School District (PVUESD).

In a recent closed session, Superintendent Conley and current board members passed “releasing and reassigning certificated administrators positions staff”, and let go of some of our CSEA staff. This are vital positions such as special education aides, and classroom aides.

This irrational decision was made without transparency or justification. No evidence has been provided to support claims of budgetary shortfalls, and the proposed budget for the 2025–2026 school year does not reflect a deficit.

In light of the lack of transparency, both the Penn Valley Teachers Association (PVTA) and the California School Employees Association (CSEA) have issued unanimous votes of no confidence in Superintendent Conley’s leadership.

Under Conley's tenure, we have seen an inability to take responsibility for abhorrent actions, complete disregard for the community and educational needs as well as lack of concern for staff financial stability. Melissa along with the board members have shown a huge lack of transparency in the plans they hold for our small school district.

Our school communities depend on the people whose jobs are now at risk. Their absence will directly and negatively impact our students, educators, and the quality of education in PVUESD.

We urge all concerned parents, educators, staff, and community members to stand together. Sign this petition to show your support for a change in leadership and ensure our voices are heard.

We strongly believe that every child deserves quality education and adequate attention, especially those with special needs. Yet, under Conley's watch, this foundational principle has been disregarded. This impacts not only our children but seeps into and weakens our entire community. Therefore, in an effort to protect our educators, safeguard the rights of our children, and preserve the integrity of our community, we call for the immediate resignation of Superintendent Melissa Conley.

We plan to present the widespread support for this petition at the next board meeting on May 14th.

Our community deserves honesty, integrity, and leadership that prioritizes student and staff success over closed-door decisions.
