One shot kill policy

Usually the one shot kill policy is to shot the mare so it falls onto the foals and they die. But with evidence coming to light no less than 3 no more than upto 15 bullets put into a single horse, blowing out their shoulders and left to bleed out, foals left with no mother's or are shot inhumanely.
