The body-worn camera (BWC) footage from Detective Steven Conn presents a disturbing and undeniable sequence of events that must be laid bare for public scrutiny. On reviewing the footage, it is clear that there has been gross misconduct and abuse of power, and therefore, we are calling for the termination of Detective Conn.

At 4:32:52 p.m., Detective Conn’s BWC is suspiciously activated only after he had already placed a handcuff on Mr. Garris. The very start of this footage shockingly reveals Detective Conn punching Mr. Garris in the face, raising serious questions about the events that occurred before and the integrity with which law enforcement should operate. Just eleven seconds later, at 4:33:02 p.m., Mr. Garris appears to be leaning over Officer Bird, further escalating the situation.

This incident highlights a critical breakdown in trust between the New Rochelle Police Department and the community it is meant to serve and protect. There is an urgent need to address this misconduct decisively to restore public confidence and ensure that justice prevails.

Injustice anywhere threatens justice everywhere, and silence is not an option. We cannot stand by while those tasked with upholding the law misuse their power. It is imperative that authorities act swiftly to terminate Detective Conn and send a clear message that police misconduct will not be tolerated in New Rochelle.
