The Issue

Every day in America, survivors of domestic violence face a system that fails to protect them. Weak laws, inconsistent enforcement, and outdated protections leave victims vulnerable to further harm — and in too many cases, cost them their lives. The DV Reform Project is a grassroots movement demanding immediate legislative change to strengthen domestic violence laws nationwide.

Domestic violence affects one in four women and one in ten men during their lifetime, according to the National Coalition Against Domestic Violence, highlighting the urgent need for comprehensive protection and stronger action against perpetrators. Despite these alarming statistics, the existing legal framework often falls short in offering safety to those in peril. Victims are left to navigate a legal maze where restraining orders can go unenforced, and offenders face minimal consequences.

We propose urgent reforms to enhance the protection and safety of domestic violence victims. First, Congress should enact stricter penalties for offenders and ensure better enforcement of existing laws. Law enforcement agencies must receive adequate training on handling domestic violence cases with sensitivity and diligence. Furthermore, we call for the introduction of standardized protocols across states to ensure uniformity in protective measures.

Establishing emergency funding for shelters and survivor services is crucial. Many victims remain trapped in abusive environments due to financial dependence or lack of access to safe refuge. Reinforcing the support system for survivors with dedicated federal funding will empower victims to leave abusive situations confidently.

It is imperative to also address the root causes of domestic violence through educational programs and community outreach. By investing in prevention programs and raising awareness about healthy relationships, we can reduce the occurrence of domestic violence and build a safer society for everyone.
