The Issue

We, the undersigned, call on the RSPCA and all relevant Local Authority Animal Licensing Departments to urgently review and investigate the serious welfare concerns that have been publicly raised regarding Bruce’s Doggy Daycare.

Over the past 6 months multiple national newspapers - including The Sun, The Telegraph and The Times  have published independent investigative reports outlining allegations of unsafe practices and potential welfare breaches at various Bruce’s sites. In addition, thousands of members of the public have viewed and shared photos, videos, and testimony circulated online, including via the “Bruces_whistleblowers” Instagram account, which has received more than 2.8 million views.

Despite this unprecedented volume of publicly available material, no meaningful action, investigation, or public response has been issued by the RSPCA or by several Local Authority Licensing teams responsible for oversight of Bruce’s operations. This lack of response has severely damaged public trust in the very systems meant to protect animals.

We believe that when serious allegations are consistently raised - especially when supported by publicly reported material, eyewitness accounts, and widespread media coverage - the authorities with statutory or moral responsibility must act.

We therefore request that:

 1. Each Local Authority responsible for licensing Bruce’s sites conducts a full, formal review of the allegations raised in the national press and on social media.

 2. The RSPCA issues a public response outlining whether it has reviewed the concerns, and if not, why no investigation has been opened.

 3. A transparent account is provided to the public, including confirmation of what actions (if any) have been taken, and what steps will be taken going forward to ensure dog safety and welfare at daycare facilities.

 4. The regulatory and investigative systems for large commercial dog daycare operations be reviewed, so that serious allegations cannot go unaddressed in the future.

This petition is not about assuming guilt. It is about ensuring that when credible concerns are raised - particularly at national scale - those entrusted with animal welfare oversight respond appropriately, transparently, and in the interest of animal safety.

We call on the RSPCA and Local Authorities to fulfil their duty of care, investigate these concerns, and restore public confidence in the institutions meant to protect animals across the UK.
