The Issue

Attention Ky Windstream Kinetic Customers: Russell, Pulaski, and Laurel Counties.

Has your service been affected since the tornado on May 16, 2025?  Are you experiencing frequent outages for no apparent reasons? Slower & intermittent service that constantly buffers?  Have you been told on numerous occasions that the new and improved fiber optic lines have been approved & the project is now currently under construction & expected to be completed by a certain date? Only to be told on the next call you make about current problems (a new outage, slow speeds, intermittent service etc) with DSL that the installation of the Fiber Optic lines have been delayed (without reason) & the expected date for the project completion has been postponed & pushed out for several more months?

The current internet situation in rural areas of Kentucky is unacceptable.
We are dependent on outdated DSL technology that fails to meet our needs.

Reliable high-speed internet is crucial for a thriving community. It enables professionals to participate in the digital economy, students to access education, and families to stay connected with loved ones. The repeated delays in the installation of fiber optic lines are stalling our personal and community growth. Yes, there are always satellite providers but 99% of Remote (work from home) career positions & college students are required to have a reliable high speed hard wired (DSL or Fiber Optic) internet service. 

According to reports, the cable internet situation in many Kentucky communities has remained inadequate even as infrastructure promises go unfulfilled. To prevent further frustration and to ensure that our communities are not left behind in the information age, immediate action is necessary.

We need to demand that the telecommunications companies and local authorities make the prompt completion of the fiber optic project a priority in the area as cell service is not reliable without WiFi connection in most communities. Without reliable internet, phone or cellular service how is someone in need of help suppose to be able to call 911 in emergency situations? We need transparency about the timeline and consistent updates on the progress. Let’s hold the decision-makers accountable to fulfill their promises and enhance our community's access to high-speed internet.

YOU, the consumer, is paying for a service that you expect to receive. There are laws that legally protect us as consumers & hold the utility providers accountable for providing poor inadequate services that we pay them to provide. In order to continue to enforce those laws & hold Kinetic Windstream accountable Follow these steps to file your formal complaints:

1️⃣. Contact Windstream / Kinetic Customer Support
Before filing external complaints, you must contact Windstream directly to give them a chance to resolve the issue. 
Phone: Call 1-800-347-1991 (available 24/7) to report outages, technical troubles, or billing issues.

Online: Use the Kinetic Support Center to use their Live Chat or submit a support ticket.

Email: Send details of your complaint to support@windstream.com or windstream.cares@windstream.com.

NOTE: Always ask to speak to supervisors & managers. Take notes of phone call conversations: date, time & name of people you spoke with & the department they are in & what your complain is & what this person did or did not do to help you & the repair ticket number! Also screen shot photos of all online chat/email/text communication so you have this proof to escalate your complaints to government regulators! Also Test your Internet speeds & take a screen shots of it. You can go to https://www.speedtest.net/  to test your speeds.

2️⃣. Escalate the Complaint to government regulators: 

•Federal Communications Commission (FCC): If Windstream fails to fix your service, resolve billing manipulations, or adequately address slow speeds after multiple attempts, file an informal complaint. Providers are legally required to respond within 30 days to FCC complaints. File a complaint at this website: https://consumercomplaints.fcc.gov/hc/en-us 

•State Authorities:

    1) You can file complaints with the Kentucky Public Service Commission Call: 1-800-772-4636  or on the website https://psc.ky.gov/WebNet/Inquiry

    2) You can file complaints with the Kentucky Attorney General's Office of Consumer Protection at website https://kyoag.highq.com/kyoag/renderSmartForm.action?formId=078dc72e-bd16-4041-9119-d248b2240c25 regarding unfair or deceptive practices.

3️⃣. Better Business Bureau (BBB) 
For unresolved disputes involving contracts, unhonored promotions, or poor customer service, you can file a formal business review.
